Councilmember Elvig stated that when you start getting their "skin in the game", it starts getting
put on the map a little faster: He stated that he thinks it creates a sense of urgency or importance
to the property because their money is involved.

Mayor Gamec stated that Highway 10 is getting another lane up to Round Lake Boulevard and
he doesn't see why it shouldn't go all the way to the bridge.

Councilmember Dehen asked if MnDOT would jump ahead and do our area before Arioka has
decided what they want to do or if they would they impose their will on Anoka.

Ms. Ruehle stated that MnDOT's plan would be to go east to west, if everything is ready and in
order. She stated that the money for the additional lane came from the 35W corridor. She stated
that the federal dollars are what drives projects, so it depends on what is ready.

Mayor Gamec stated that there will be a lot of pressure put on Anoka to make up their mind.

Ms. Ruehle stated that there isn't another community that can show a map like Ramsey. She
stated that she thinks it is a pretty good accomplishment that this much has been done.

Councilmember Elvig stated that he thinks this is because the Armstrong overpass got as much
traction as it did.

Councihnember Dehen stated that for the Armstrong overpass and river crossing, those
intersections are pinched pretty tight. He asked if there had to be a certain distance between the
intersections.

Mayor Gamec stated that it can be done, but he thinks the river crossing is about 30 years out.

Ms. Ruehle stated that if the river crossing happens, there is a 1 mile spacing requirement. She
stated that portions of the ramp would be removed that would still allow local access, so it isn't
wasted infrastructure.

MAYOR, COUNCIL AND STAFF INPUT

City Administrator Ulrich stated that the bank meeting did not happen because of the snow
issues. He stated that itwas rescheduled for next Tuesday and noted that the City is trying to get
a written response from the banks to see what they thought of the proposal to help prepare for the
meeting.

ADJOURNMENT

The Work Session of the City Council was adjourned at 6:55 p.m.

City Council Work Session I December 9, 2008
Page 6 of7
