<br />Public Works Director Olson stated that it was Civil Engineer II Linton. <br /> <br />Councilmember Look asked if the City got the. permit approval for discharging into the river. <br /> <br />Public Works Director Olson stated that this is moving forward through the permit process. <br /> <br />Councilmember Elvig stated that, all kidding aside, the City has made many comments over the <br />past years on how accurate staff has been on estimates. <br /> <br />Mayor Gamec stated that Coon Rapids has had some bids come in at almost one-half of the <br />estimates. <br /> <br />Motion byCouncilmember Elvig, seconded by Councilmember Strommen, to award the low bid <br />for IP 08-37 County Pond Storm Sewer Outlet to Northwest Asphalt, Inc. in the amount of <br />$392,249.17. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Elvig, Strommen, Dehen, <br />Look and Olson. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />John Enstrom, 8702 181st Avenue, stated that he thought the City should look at that fact that, <br />even if something costs $1 and harms the environment, it still is not a good deal. He stated that <br />in this case the City would be draining the wetlands, which he feels sets a poor example. <br /> <br />Mayor Gamec stated that this is why there are so many permits required, so no harm is done. <br /> <br />Public Works Olson stated that this is not draining wetlands and there are controls further <br />upstream. <br /> <br />Mr. Enstrom stated that by this project, the water would be moved to the river where it would <br />normally stay in place. <br /> <br />Public Works Director Olson reiterated that there are controls in place. <br /> <br />Mr. Enstrom stated that he feels the whole thing is a hoax and should be reviewed by an outside <br />engineering firm. <br /> <br />Case #8: <br /> <br />Consider Joint Powers Agreement for IP 08-37, County Pond Storm Sewer <br /> <br />Public Works Director Olson stated that City Attorney Goodrich handed out a packet prior to the <br />meeting on this case and can cover this case. <br /> <br />City Attorney Goodrich stated that the County originally wanted a Joint Powers Agreement for <br />this project, but sent an easement agreement today, so this is what is being presented tonight. <br />He stated that the City would construct all the improvements as well as paving for the trail <br />easement. <br /> <br />City Council / December 9, 2008 <br />Page 12 of 17 <br />
