Mr. Engstrom stated that he personally was not against pedestrian signals, but would advise <br />against one being installed at an intersection because it can cause confusion for drivers: It is best <br />for pedestrian signals to be installed mid - block. MnDOT would have to have some further <br />discussions with the City regarding the issue. <br />Mr. Hienrichs inquired if a signalized intersection was installed would it include pedestrian <br />crosswalks as well. <br />Mr. Engstrom replied yes. <br />Motion by Chairperson Elvig, seconded by Councilmember Cook, to recommend to the City <br />Council that the City support the following changes: <br />• Construction of a northbound bypass lane at 157 Avenue, <br />• A free right turn lane added for eastbound CSAH 5 to southbound TH 47 which will <br />facilitate westbound Xkimo Street left turn lanes onto southbound TH 47 <br />• The construction of a 314 access median at the intersection of TH 47 and 142 Avenue <br />NW <br />• The removal of the hump on TH 47 south of 167 Avenue <br />Further study of a pedestrian signal being installed in the vicinity of 142 Avenue and <br />TH 47 <br />• The removal of the existing crosswalk at 142 Avenue and TH 47 <br />Further discussion: Assistant Director of Public Works Olson stated that 180 Lane is the only <br />intersection that remains on TH 47 that does not have left turn lanes. It was his recommendation <br />that left and right turn lanes be constructed at 180 Lane as well as part of this project. <br />Motion was amended to include the recommendation that left and right turn lanes be constructed <br />at the intersection of 180 Lane and TH 47. <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmember Cook, and Olson. Voting No: <br />None. <br />Chairperson Elvig recessed the regular meeting of the Public Works Committee at 7:10 p.m. <br />Chairperson Elvig called the regular meeting of the Public Works Committee back to order at <br />7:20 p.m. <br />Case #2: Consider Closure of Barium Street Access onto CR 116 and the <br />Elimination of the Argon Street Emergency Access into Mallard Pond <br />Subdivision <br />City Engineer Jankowski stated that Anoka County is in the process of preparing plans for a <br />project, which is scheduled for August of 2005 on CR 116 between TH 47 and Iodine Street. <br />This project will provide signalization of the Dysprosium/Thurston Avenue intersection and will <br />Public Works Committee /January 18, 2005 <br />Page 9 of 18 <br />—261— <br />
