<br /> <br />~QU should also note that urban development at overall densities that are substantially <br />lower than identified for your community in the Council's Growth Management Strategy <br />Section of the Systems Information Statement will also be analyzed by the Council for <br />their potential adverse effects on the cost of providing metropolitan sewer service. <br /> <br />Description of Metropolitan Disposal System Serving your Community: <br /> <br />The attached map shows the location of the MetropolitanDisposal System (MDS) serving <br />your community. The following paragraphs contain information on the existing and <br />planned metropolitan facilities serving your community. <br /> <br />The wastewater flow from the City of Ramsey is treated at the Metropolitan WWTP <br />located within St. Paul, MN. There are many projects scheduled for the Metropolitan <br />WWTP through 2030. These projects will provide additional capacity at the plant as well <br />as improve its ability to meet required permit standards. <br /> <br />The City of Ramsey is served by Council interceptor 7707. This interceptor system <br />currently has limited capacity to provide for the long-term needs of the city. The Council <br />has several proposed interceptor improvement projects scheduled to support the long- <br />term needs ofthe city. The construction of the Anoka System Improvements will expand <br />the capacity of lift stations L42 and L67 to provide for the long-term needs ofthe city. <br />The gravity interceptor across the Cities of Champlin and Brooklyn Park is planned to <br />relieve the CAB interceptor. This project is scheduled for design and construction in the <br />in the 2005-2020 time period. The construction of the CAB diversion, a relief interceptor <br />across the Mississippi River from Brooklyn Park in the area south ofI-610, is scheduled <br />for design and construction in the 2005 -2020 time period. The city needs to verify its <br />long-term needs as part of its comprehensive plan update. If necessary, detailed <br />information regarding metropolitan facilities is available from the Council's Municipal <br />Services Section by calling the staff at (651) 602-1005. <br /> <br />Increases in growth rates and resulting increases in flow beyond those shown in Table 1 <br />may result in short-term capacity limitations within the MDS. <br /> <br />Inflow/IniIltration Reduction Goal <br /> <br />The Council's Water Resources Management Policy Plan states that the Council will <br />establish III goals for all communities discharging wastewater to the MDS. Communities <br />that have excessive III in their sanitary sewer systems will be required to eliminate the <br />excessive III by 2012. The Council will begin the implementation of an III <br />assistance/surcharge program in 2007. The money collected from the communities with <br />excessive III may be used by those communities to remove III from their systems. The <br />Council will limit increases in service within those communities that have not met their <br />III goal(s) starting in 2013. The Council will meet with the community and discuss this <br />alternative before it is implemented. This time period may be shorter if excessive III <br />jeopardizes the Council's ability to convey wastewater without an overflow occurring. In <br />W - 3 <br />
