Public Works Director Olson stated that is a good question and City Engineer Jankowski has
addressed the traffic numbers in the packet. He stated that initially they thought it was about.
1,000 vehicles a day, but they also know there are a lot of vehicles coming through to save time,
not to get to their home.

Mr. McGlone asked if the lots by the gates are occupied and asked about the chance to widen the
road.

Ms. Mack stated that the lots are occupied and the road cannot be widened.

Chris Asbeck, 14200 Argon Street stated that he has 2 kids and there are about 12 others that live
in the neighborhood. He stated that the attitude of drivers is that this is a race track.

Mayor Gamec stated that he doesn't think there is a solution. He stated that if the City could do
something on 143rd into Argon to slow people down, but people don't pay too much attention to
SIgns.

Vice Chair Dehen asked, if the closure was put in by Argon, that still keeps business access, the
neighbors would be happy because people aren't cutting through and then if there is a gate so
public safety can bust through, what the downside would be.

City Engineer Jankowski stated that one of the downsides is that people on Argon would have to
drive longer distances to get in and out of their neighborhood. He stated that he heard from one
gentleman, Greg Southerland, who viewed the closure as limiting access to businesses in
Ramsey Town Square.

Mr. Stromenger stated that there is a plan to resurface Dysprosium next year and asked about
putting in a center median so people can't go onto the residential streets.

Mayor Gamec stated that the residents wouldn't like it because they would only be able to take
right turns.

Public Works Director Olson stated that Dysprosium has been pushed back one more year, but
that is a good idea and staff has discussed this possibility.

Coouncilmember Olson stated that the City needs to do something because of the accidents in
the area.

Motion by Councilmember Olson, seconded by Mayor Gamec, to recommend to the City
Council that a temporary closure be installed at 142nd Avenue between the TH 47 and frontage
road and Argon Street; and to place "No Access to Highway 47" signs on 143rd Avenue, 142nd
Lane, 141 5t Avenue and 140th Avenue east of Dysprosium Street.

Public Works Committee / November 18, 2008
Page 7 of8
