Del Fredricks, Terry Hendrickson, Wayne Jefferies, Tom Kurak, Cindy Win;, Jeanette Monear, <br />Stan Peichel, Ray Renner, Paul Riley, ErickD SitZ, Mike Sjoquist, Terri Svare and Marlys Williams <br />Others Present: Mayor Tom Gamec, Councilmember Jerry Zimmerman, Sylvia Froli1c, Brad Scheib, and <br />Fred Hoisington. <br /> <br />The meeting began at 7:05 p.m. at the Anoka Electric Cooperative facility. Fred Hoisington asked if there <br />were any coITections to the November 10, 1997, organizational meeting minutes. Hearing none the <br />mi.nutes were allowed to stand. <br /> <br />Fred Hoisington introduced Brad Scheib, a member of his staff, to present additional background <br />infonnation regarding process, existing land USe, transportation functional classification, etc. Fred <br />Hoisington then presented a brief summary of the Decision Resource's Community Survey of 400 <br />randomly selected households. <br /> <br />Fred explained that two questions are to be answered this evening. The first is selection of issues from <br />the prepared list of ten issues that came from the Special Interest Group meetings and the community <br />survey. Issues identified included MUSA expansion; growth; housing; density of population; <br />traffic/congestion; improved Mississippi River crossing; parks, recreation and trails; Protection of rural <br />lifestyle or character; protection of individual property rights and property taxes. Fred asked if there were <br />any of these that are not appropriate to be considered as part of the Comprehensive Planning process? It <br />was agreed that open spaces be added to the parks, recreation and trails issue and property taxes be <br />dropped as an issue for further discussion. <br /> <br />The second question having to do with issues definition, three of the nine issues were discussed inClUding <br />Mississippi River crossing, traffic/congestion, and growth (commerciallindustrial and residential growth <br />were split). A summary of the conclusions of each of the issues discussed follows: <br /> <br />Issue: Improve MississiDPj River Oossing <br /> <br />Pe,.spective <br />Support <br /> <br />Perspective <br />OPPosItion <br /> <br />· Will alleviate <br />congestion <br />· Will eliminate <br />Congestion on <br />HighWay 47 <br /> <br />. <br /> <br />.. <br /> <br />· VVillin~secongestion <br />somewhere else <br /> <br />Conclusion: All support a new or improved crossing.
