<br />INTRODUCING THE TASK <br /> <br />The next step in the Comprehensive Plan process is for the focus group to reach <br />some resolution on the critical issues facing the City of Ramsey. The following is a <br />summary of our discoveries and a brief explanation of the issues expressed at the <br />community meetings in September and October. <br /> <br />SETTING THE STAGE <br /> <br />September 18, 1996 at the Ramsey Elementary School, the City kicked off the <br />first of many meetings to update the Ramsey Comprehensive Plan. That meeting was <br />called the "Visioning Meeting". The purpose of the meeting was to identify what <br />Ramsey is and to establish a community wide shared vision by answering the question <br />"What does this place want to be?" <br /> <br />Most recently, a series of special interest groups convened to identify the critical <br />issues that face Ramsey. A total of four special interest group meetings were held. <br />Residents who live within the Metropolitan Urban Service Area (MUSA) were invited to <br />attend the first special interest group meeting. These residents have municipal sewer and <br />water services available to them and are generally located south of 153rd Avenue and east <br />of Ramsey Boulevard. Residents who live outside of the MUSA were invited to attend <br />the second and third meetings. Business members and investment owners of the <br />community attended the final meeting. The meetings were held between October ~h <br />through the 15th. <br /> <br />IDENTIFYING THE CRITICAL ISSUES <br /> <br />Each meeting identified a list of the most critical issues that need to be addressed <br />by a focus group meeting. The critical issues began to emerge as we compared the lists <br />generated by each group. The issue of growth vs. no growth tends to cover a large <br />number of issues that were identified in all four meetings. Under this issue fall several <br />more detailed issues. <br /> <br />[J MUSA Expansion: Where should the MUSA line expand? What uses should it <br />expand for (land uses such as housing, commercial, or industrial)? When should it <br />expand and how fast? Where does it stop? Should new schools be planned for within <br />Ramsey and will they be within MUSA? <br /> <br />lJ Housing: What is the appropriate density for housing (large lot vs. smaller lot <br />developments)? Should Ramsey promote development of a wider choice of housing <br />style (townhouse, condo, and apartments) and size of homes? <br /> <br />Q Traffic: How can the problems of access, safety, maintenance and design of <br />Highways 47 and 10 be alleviated?
