City of Ramsey <br /> <br />Dear Bill: <br /> <br />We have been trying to reach each other by telephone for the last several weeks. I <br />wanted to discuss this matter with you personally before we took action, but we have <br />. been unsuccessful establishing contact. <br /> <br />As you know, I representTSM Development, Inc. TSM has been. attempting to obtain <br />approval of a townhouse plat on property described as Outlot A, Regency Pond. Our <br />fIrst attempt to commence the plat approval process was June 2, 1998. The City of <br />Ramsey refused to act on the application citing the existing development moratorium. <br />Our concept plan sought re-zoning from industrial to R-3 at 7 units per acre. On May <br />24, 1999 we again requested exception form the moratorium. Our request was again <br />denied. <br /> <br />According to the Hoisington Koegler report, the comprehensive plan was to designate <br />this property as Urban-Rural Transitional allowing a density of not greater than 3 units <br />per acre. However, I recently spoke with Sylvia Frolick at the City of Ramsey. <br />Although, of course, she cannot be bound by this statement, Ms. Frolick indicated that <br />the City may be in need of developments containing increased density so as to satisfy <br />lot availability minimums suggested by the Metropolitan Council. She indicated that a <br />density of 7 units per acre may not be out of line for the property, and might even assist <br />the City. <br /> <br />\ <br />Although we do not seek controversy, or a dispute with the City of Ramsey regarding <br />
