City Engineer Jankovvski stated that he had (J130 invit~d people to tHnail and c~lll if they couldn't
be hl.::fc tonight nnd he distributl.:d those comments to the Committee. He stated that this project
could not be done without the coopcmtion of Mallard Ponds To\vnhol11cs, He stated thut he hus
hemd concerns about people walking on narrow streets and perhaps the City could put speed
humps on the streets, 'vvhich can be done, even on private streets.

Public Works Dirc<.:tor Olson stiJtcd that staff was dil"ccted to contact Mallard Ponds and see if
they would be interested bec~luse there rcally wouldn't bc any reason for people to use the
roadway because it is basically a loop from Dyspmsium to Dysprosium. He stated that they met
with them and their answer was a resounding no, which is completely within their rights. He
stated that he has not seen a lot of support in e-mails or phone conversations to open the gate.
He stated that he understands that there are many reasons why the residents wouldn't want the
gate to be open. He stated that the City wanted to make sure that they talked to them and
informed them of some options. He stated that he doesn't think it is a very viable alternative.

Polke Chief Way stated that he and City Engineer Jankowski met with the BourdatMallard
Ponds last week. I.Ie stated that thero have been accidents 01'1 TH 47 and for a police 0 meet"' s
purpose if they get a call fl'(,1Li1 Argon Street \vith an address of 140XX something, they won't
know if it is north Ot' south of the g:Jtc. He stated tht\t they can bang up the Ctlr and go through
the gatt;;, if necessary, but the Board was not illterested in having it open. He stated that they did
discuss delaying the opening of the gate, .

Publi<.: Wm'ks Director Olson stated that the closure at 1411)(1 would be similar to Sunfish Lake
Bt)ulevul'd, with hard omnge plastic pipe as well as concrete on the outside of the curbs because
people will try to go around, if they can.

Fire Chief Kapler stated that when this uretl was ck:veloped, it was not an ideal area because there
was a busy road on the cast und south and also a big wetland that borders Mallard Ponds on the
east. l-le stated that multiple access is always better from a public safety standpoint. He stated
that the gate was discussed at that time and then Bunker was improved and Barium Street access.
was closed, so now there really is only one access. He stated that he respects everybody's
opinion, but his responsibility is public safety and ti'om that standpoint only, opening the access
wouldbe bew;)!'. He stated that they tire out there all the time for accidents 011 t4211d.

Danel Chapman, 14095 Argon Street, stated that it could hEwe been City streets, but the neighbor
. to the north \Vouldn' t nllow it. He st~lted that they pay full taxes on their houses but mtlintain and
plow thell' own streets without any hdp thm1 City, so, if a polkc cur and tit'c truck hus to crash
through the gate, he thinks thtlt would cover the money they htwe ,dready paid in ttlxes to the
City.

Vice Chair Dehell staled that even though the City investigated opening the gate up, it isn't really
_ 011 the table today.

Public Works Olson stuted that it is un option but there are a lot of concerns ti'om people in the
audience tonight.

Pqblic Works Committee / November IS,. 200S
Page 4 of'8
