Commissions recommend policy. Staff recommends policy and
provides analytical data throughout the process. I support staff providing
recommendations when identified as opinion. However, I object to opinions being
provided under the guise of analytical data.

In Jim Gromberg's December 12, 1994 memorandum he compares the Economic
Development Commission's East alternative with a West alternative he created.
Gromberg's design differs significantly from that of the Planning Commission and would
be more expensive to build. I believe it was his intention to inflate the cost of the West
alternative when he crafted this comparison.

[

[

Additionally Mr. Gromberg underestimated some East alternative property acquisition
costs by as much as 90% and provided the appearance these figures came from an
appraiser when they did not.

-
I
L

-

L

It is obvious Mr. Gromberg's affiliation with the Economic Development Coinmission
overshadows his judgment and ability to provide unbiased analytical data. Allowing a
staff member to package propaganda as analytical data undermines the integrity of all
staff members. There is no reason to pay someone to collect analytical data when
commission members must redo the research to determine the integrity of the information
being provided.

--

i

[-

/'

~-
I
L

.

a____

~o~

.
