RANfs€ <br /> <br />Background: <br /> <br />The subject of this topic is the backgro'und on Sunfish Lake Park leading up to the preparation of Plans <br />and Specs - for the proposed development of the site in 2009. Should the consensus be to move the <br />project forward, staff anticipates that Council may authorize the Advertisements for Bids at their <br />February 10, 2009 meeting. This timing may also achieve the most favorable development cost, and <br />may have the park available for residents as soon as when school recesses for the summer.. The <br />following is a brief summary and time line of the park's history:' <br /> <br />o The west side of Sunfish Lake is proposed as a future municipal park in the early 1990's <br />o The Parks Capital Improvement Program proposes purchase of the land from the former landfill <br />owner and operator (Waste Management) <br />o The park land is acquired in 2001 as part of a industrial land acquisition - also resulting in the <br />construction of Sunwood Drive west of Sunfish Lake Boulevard <br />o The Village of Sunfish Lake is platted in 2003, resulting in an additional $300,000 in park and <br />trail fees colIected for the area <br />oAs part of the platting, it is determined that the future Sunfish Lake Park would fulfill the passive <br />park and recreation needs of those residents east of, and near the lake <br />o Trail construction from Sunwood Drive to the Fox Knoll subdivision along SUIifish Lake <br />Boulevard is identified as a high priority at the same time as the school walking zone is <br />established . <br />o City Council authorizes concept plan development upon recommendation by the Park and <br />Recreation Commission <br />o Residents within % mile of the proposed park are polled on their desires for the park land <br />o Three park plan concepts, including all of the residents' recommendations are prepared <br />o The best features of each concept are refined into a proposed Master Plan for Sunfish Lake <br />o In summer 2008, the Park and Recreation Commission and City Council approve the Master . <br />Plan and direct staff to develop Plans and Specs <br />o A collaborative is developed between the City and Anoka Ramsey Community College, for the <br />development of the interpretive signage residents' requested for the park <br />o In December 2008, the Park and Recreation Commission approved the Plans and Specs, and <br />recommend City Council advertise for Bids <br />
