Background: <br />Jeannie Michels has submitted a final plat application to re -plat two parcels and separate the <br />existing commercial use from the larger, undeveloped parcel. The property is located south of <br />Highway 10 at the border of the cities of Ramsey and Anoka. <br />Notification: <br />REQUEST FOR FINAL PLAT REVIEW OF MICHELS PROPERTY <br />(6080 HIGHWAY #10 NW); <br />CASE OF JEANNIE MICHELS <br />By: Tim Gladhill, Associate Planner <br />CASE #: ' <br />No public hearing is required for a minor plat. However, the City Council adopted a policy <br />requiring notification of a proposed subdivision be sent out to residents within 350 feet of the <br />subject property during sketch plan submittal. <br />Funding Source: <br />All costs associated with processing the application are the responsibility of the Applicant. <br />Observations: <br />The subject property is approximately 5.08 acres in size and is zoned both R -1 Residential and <br />E -1 Employment. If the proposed plat is approved, Outlot A would continue have a dual zoning <br />designation. No comprehensive plan amendment or zoning amendment is being proposed at this <br />time. Staff recommends leaving the dual zoning designation in place given that the future. plans <br />for the Outlot are still unknown at this time and no requests were submitted during the recent <br />Comprehensive Plan Update process. The property owner will be responsible for the re- zoning <br />in the future if the Outlot is to be re- platted. The existing facility on Lot 1 is zoned E -1 <br />Employment would comply with lot coverage and setback requirements within City Code. <br />A portion of Outlot A is within the Mississippi River Critical Area Overlay District. Staff has <br />forwarded the request on to the Minnesota Department of Natural Resources for comment. Lot 1 <br />currently gains access from Highway 10. Staff has also forwarded the request to the Minnesota <br />Department of Transportation. The Minnesota Department of Transportation has replied that the <br />proposed plat should have little impact on its transportation system or right of way. <br />No connections to municipal services are being proposed at this time. The current facilities on <br />Lot 1 are currently served by private well and septic. It appears that the location indicated as a <br />secondary septic system is partially encumbered by a prepared surface for a driveway, and may <br />not be able to sustain a typical septic system. Options for wastewater treatment include <br />connecting to City water and wastewater systems or exploring the opportunity for a mound septic <br />system. <br />_117_ <br />
