PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey Planning Commission conducted a regular meeting on Thursday, September 4, <br />2008, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Case #3: Request for Sketch Plan Review of Michels Property; Case of Jeannie <br />Michels <br />Associate Planner Gladhill stated that Jeannie Michels has submitted a sketch plan to re -plat two <br />parcels to separate the existing commercial use from the larger, residential use. The property is <br />located south of Highway 10 at the border of the cities of Ramsey and Anoka. He explained <br />there is no net increase in buildable lots at this point and the intention is merely to split the <br />property and Outlot A would continue to have a dual zoning designation; no comprehensive plan <br />amendment or zoning amendment is being proposed at this time. He noted a portion of Outlot A <br />is within the Mississippi River Critical Area Overlay District and staff has forwarded the request <br />on to the Minnesota Department of Natural Resources for comment. <br />Associate Planner Gladhill further explained the applicant is proposing to vacate the existing <br />road easement leading to King's Island. He stated staff has met with representatives from the <br />City of Anoka to discuss future plans for King's Island and it is staffs understanding that a <br />public road from the City of Ramsey to King's Island in Anoka is no longer needed. He indicated <br />the City of Anoka has been planning for a regional trail through King's Island which requires a <br />connection at the subject property in the City of Ramsey; staff recommends not vacating the <br />easement as proposed by the applicant until a tree inventory is completed to ensure minimal <br />impact on the trees and which conforms to grade changes to the City's trails. He noted this <br />request has been forwarded to the Park and Recreation Commission for review at its September <br />1 l meeting. He stated staff has had discussions with the adjoining property owners to discuss <br />access and the possible expansion of Highway 10; as the City goes through the expansion of <br />Highway 10, none of the parcels can be left landlocked. <br />Acting Chairperson Levine requested further information about the regional trail. <br />Associate Planner Gladhill stated there is an informal trail at King's Island at the present time <br />and there are plans for this area to connect with the Mississippi River National Recreation Area; <br />staff will be working simultaneously with the City of Anoka on this. <br />Associate Planner Gladhill stated this item will not come back to the Planning Commission since <br />the next stage is the final plat which would go directly to the Council. <br />Margaret Devore, 6166 Rivlyn Avenue, appeared before the Planning Commission and presented <br />a drawing of the Rivlyn Avenue cul de sac where she lives.
