His first petition was to give options; this petition is more specific. <br />If the road has to be closed, he suggested Argon and Dysprosium on the north side and <br />142 and Dysprosium. He referred to his suggestion of signage versus road closing. <br />Mayor Ramsey asked if there were some who signed the petitions that were in favor of <br />closing the road also. <br />Mr. Greb replied that one was in favor because he travels north, one resident tore up the <br />petition and two people who work for the Fire Department go north to work. He reported <br />that he made every effort to get all opinions. <br />Mayor Ramsey asked if anyone in favor of the road closure wanted to speak. <br />Sharlean Panozzo, 14201 Argon Street NW, stated she has lived in the area for 20 years. <br />She is home during the day and sees the traffic coming through. People drive around and <br />it looks like they are casing the houses; she has called the police about it. She mentioned <br />how the high school students cut through and play driving games. There are safety issues <br />of people coming through there. She stated she would not mind that street closed but <br />maybe signs would be better, especially for the kids coming home from school. She gave <br />different examples of the cut - through traffic. <br />Edith Tostino, 14178 Argon Street NW, stated that she has lived at her address for 16 <br />years. Her and her husband are retired and can see what goes on in the neighborhood. <br />She stated she is concerned and strongly opposed to the closure of 142 Avenue. This is <br />a road that is the best and safest for ingress and egress. In her area, plowing would be a <br />problem and emergency vehicles would be delayed. She asked if the City intends to <br />dead -end all the roads with children and excess traffic on them. She stated she has not <br />seen any accidents there either. She suggested closing the road will kill the businesses in <br />the area. She expressed concern about another park and the cost of it and added that <br />people serving on the commissions of the city should not be on to serve their own <br />agenda. According to the sign on 142 Avenue, the road is scheduled to be closed <br />tomorrow. She stated that she was told that the City's road manager is determined to <br />close it tomorrow regardless of what the citizens want. Mrs. Tostino asked Council to <br />please vote against the closing of 142 Avenue. She suggested a sign should be posted <br />that says the law will be enforced; closing the road would be a detriment to her area. <br />City Administrator Ulrich stated that regarding staff's opinion alluded to by Mrs. Tostino <br />— the previous direction of the City Council was to have this road closed; staff acted <br />under that direction. <br />Randy Backous, 14148 Argon Street NW, stated he has lived in his home since 1988. He <br />stated that the roadways around their neighborhood are all major roadways — Highway <br />#47, County Road #5, Dysprosium, and County Road #116. He stated there has been no <br />conspiracy and no decisions made at meetings without anyone's knowledge. He stated <br />that he, too is active in the community but he found out about the meetings. He pointed <br />out that the City has a wonderful website and you can subscribe right on the site to have <br />City Council /January 13, 2009 <br />Page 13 of 32 <br />
