Councilmember Dehen stated that he appreciates the couple years of work done on this, <br />but wondered how the City would measure it if we increase organic matter and <br />requirements. <br />Assistant City Engineer Himmer responded it depends on how technical we get - the <br />more detailed we can be the more we put back on the individuals to certify it. <br />Councilmember Dehen asked if the sellers of the soil certify that? <br />Mr. Himmer stated that some do and some do not — you would have to ask them to blend <br />it for you. <br />Councilmember Look stated that if we have a low standard, there are people who will <br />"cheat" lower than that. He mentioned a minimum of 20% organic — 30% maximum. <br />Councilmember Wise questioned why a maximum would even be set. <br />Mayor Ramsey noted that this case has had 45 minutes of discussion thus far and it <br />appears we need further discussion. He inquired if a study has been completed as to how <br />much water would be saved. There is an educational piece to this — this is just one step to <br />getting there. Maybe we try educating before dictating and mandating. <br />Motion by Councilmember Dehen and seconded by Councilmember Jeffrey to introduce <br />the ordinance as is and if we need to tweak it at a later date we will. This will get <br />something in place. <br />Motion failed. Voting Yes: Councilmembers Dehen and Jeffrey and Look. Voting No: <br />Mayor Ramsey, Councilmembers McGlone and Wise. Absent: Councilmember Elvig. <br />Mr. Himmer asked if Council is looking to "scrap" this ordinance altogether or just refine <br />it. <br />Mayor Ramsey stated we need to have a goal and an objective in mind and added that he <br />has to have some idea of what we are trying to accomplish. <br />Motion by Councilmember Look, seconded by Councilmember McGlone to reconsider <br />the motion. <br />Further discussion: Councilmember Look stated that a motion to reconsider says we <br />want to take another vote on the same motion. Mayor Ramsey stated that passing it <br />would take five votes. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, McGlone, Dehen, <br />Jeffrey, and Wise. Voting No: None.
