PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, December 10, 1991 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303 <br />regarding a Proposed Enabling Resolution to Create an Economic Development Authority (EDA). <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Richard Cich <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 8:12 p.m. <br /> <br />PRESENTATION <br /> <br />City Administrator Schroeder explained that an EDA is a tool to assist with economic development. <br />Currently there is an Economic Development Commission which is a board of citizens who <br />provide advice and recommendations regarding economic development related efforts; however, <br />there has not been an Economic Development Authority in Ramsey. He stated that City Staff is <br />proposing creation of an Economic Development Authority so there is flexibility in the tools <br />available to the City to work on economic development growth efforts. It is proposed that once an <br />authority is created, the board members should consist of elected officials only. <br /> <br />Mayor Gilbertson stated that creating this authority may be the most important thing to do as <br />Councilmembers as far as impacting the City's growth. He noted Mrs. Delores Benson's note <br />with regard to what the City is doing to promote business. <br /> <br />CITIZEN INPUT <br /> <br />Doug Fountain, 1.5255 Garnet Street N.W., Ramsey - inquired what the advantage would be if the <br />EDA Board consisted of Councilmembers who already have authority to do the same things as the <br />EDA. <br /> <br />Mr. Schroeder stated that Council does not have all the options for providing tools to business <br />pursuits that the Economic Development Authority would have. Another advantage is they could <br />start an Economic Development Account and that money can be used with more flexibility than is <br />currently the case in the City. <br /> <br />Jim Connolly, Ramsey - inquired if the Council would seek development and would they offer a <br />tax break to businesses to build here. <br /> <br />Mr. Schroeder stated if a developer came to the City Council and said he wanted to build now, the <br />Council could give him the "go-ahead" or they could offer an incentive.
