The:purpose of corlductlng a public hearing on a pr0po~ed etlabling resolution is to create an Ecb~e'mic Development Authority ("EDA") pm:s~a'nt to Minnesota Statutes, Sections ,169.090 to 469~108, whereby a City may establish an economic development authorl!y for the pur- pose o! promoting and assisting economic de- velopment and redevelopment. To create an ~:DA, a city must adopt an enabling.resolution which sets forth at a minimum the number of commissioners that will govern the EDA.
