Councilmember Hardin asked for citizen input regarding decreasing the Ramsey Resident to six
issues.

Ms. Andrews stated she was okay with it as long as the six issues carried the vital information the
residents want and need.

Mr. Brytowski stated he was fine with it.

Councilmember Hardin stated he hates to see it cut and feels the information is vital and it should
be received on a monthly basis.

Mayor Gilbertson stated that if something special comes up an extra issue could be published.

Mr. A1 Pearson, 14821 Bowers Drive N.W., Ramsey - stated he looks forward to seeing the
Ramsey Resident once a month. It keeps him up-to-date of what's going on in the City. He felt
that not enough people realize what the Ramsey Resident is.

Councilmember Hardin reiterated his feeling of hating to see the Resident cut and asked if some of
the dollars going into the general fund could be used for funding the other six issues of the
Resident.

Mrs. Helling stated there is probably about $20,000 going into the general fund from 1991.

Councilmember Hardin asked to go on record as saying he would like to see the Ramsey Resident
remain at 12 issues a year to keep the lines of communication open.

Ed Hamilton, Highway #10 in Ramsey - stated he would like to see the Ramsey Resident remain at
12 issues per year.

Jim Connolly, Ramsey - asked if the Resident is put out by City Staff.

Mrs. Helling stated that the Ramsey Resident will be put together by City Staff again in 1992 but
that the School District did it in 1991.

Doug Fountain, 15255 Garnet Street N.W., Ramsey - stated that previous Councils were under
continued pressure about lack of communication. With the Ramsey Resident, that communication
is open. He added that he too waits for the issues to come. With regard to savings of dollars, he
stated that the City is not looking for a thousand dollars to save ~ it is looking for tens of thousands
of dollars to save.

Mayor Gilbertson stated that the Budget Committee was looking for ways to cut back but if the
residents of Ramsey want the Ramsey Resident to be published 12 times a year, then it will be.

Consensus of the Council was for the Budget Committee to review and identify funding sources to
keep the Ramsey Resident going out to the people 12 times a year.

Funding the audit for the Fire Fighter's Relief Association was discussed. Finance Officer Helling
felt it was in the City's best interest to properly set up the audit and that it makes sense for the City
to fund it for the first year. Further, the Relief Association does not have sufficient funds to pay
for the audit at this time.

The consensus of the Council was that they should fund the audit for the Fire Fighter's Relief
Association.

Public Hearing/City Council/December 10, 1991
Page 3 of 4
