CASE # 1 <br /> <br /> LEVY FOR SCHOOLS - <br />REIMBURSEMENT TO CITIES AND COUNTIES <br />By: Sandra Ashley Helling, Finance Officer <br /> <br />Background: <br /> <br />At the Joint Ramsey/Anoka Cities meeting of September 4, a brief discussion was <br />held regarding the new levy available to school districts. Districts may levy up to $1 <br />per student to reimburse cities and counties within the district for crime-related <br />costs; D.A.R.E. was specifically identified as a program eligible for reimbursement to <br />cities and counties. <br /> <br />I spoke to Mark Nagel after the meeting, and he advised the Anoka-Hennepin School <br />District is supportive of this levy, but a point of controversy is how the funds should <br />be distributed. Certain larger cities favor distribution based upon population; the <br />other alternative is on a per pupil basis. The City of Anoka is in favor of the per pupil <br />served, and in my opinion this basis of funding is the most equitable as it is a direct <br />response to the number of students served. <br /> <br />Attached is a resolution which declares the City of Ramsey's support for our school <br />districts to adopt this levy, proclaims the Police Liaison Officer and D.A.R.E programs <br />as top priority funding requests and encourages distribution of the funds on a per <br />pupil basis. This resolution is also on the consent agenda for tonight's Council meeting <br />to provide a timely response to this opportunity. <br /> <br />Observation: <br /> <br />The Elk River Star News issue of September 4 contained an article on the Elk River <br />School District's proposed levies. Included is a New Crime Levy in the amount of <br />$27,753.00. As the City of Ramsey has not been asked for, nor made a contribution <br />towards similar programs in Elk River, we would not be able to participate in the <br />reimbursements; however, it is possible we may also receive a request from Elk <br />River to make a reimbursement eligible contribution for Ramsey students. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council adopt the resolution entitled "Resolution in <br />Support of Levy for Schools - Reimbursement to Cities and Counties" as submitted. <br />or <br />Motion to recommend that Council adopt the resolution entitled "Resolution in <br />Support of Levy for Schools - Reimbursement to Cities and Counties" as amended. <br /> <br />Review Checklist: <br /> <br />Finance Officer <br />City Administrator <br /> <br />t3(2 09/10/91 <br /> <br /> <br />
