RANDALL, DEHN ~3 GOODKICH

~140 FOUrtH AVE~U~ ~0~
ANOg, MINNESOTA 55303

MEMORANDUM

TELEPHONE (612) 42l--5424
TELECOPIER. (61~) ,~21-4213

TO:
FROM:
RE:
DATE:

Ramsey City Council Budget Committee
William K. Goodrich, City Attorney
1992 Legal Services
September 10, 1991

Z do not propose any hourly rate change for my firm's legal
services in 1992. The hourly .rates, which have been in effect for
the past several years, are $75.00 for civil matters, $60.00 for
prosecution matters, and $100.00 for those services which can be
charged directly to escrow accounts. A flat $100.00 per Council
meeting is charged.

With regard to the prosecution legal services, through August
31, 1991, the City has paid my firm fees of $15,500.00 and Ms.
Helling reports the City has received $30,841.00 in revenue from
fines. In 1990, the City received a total of $.41,000.00 in fines
and the prosecution fees were $31,000.00. You should note that not
all fines generated are result of prosecution efforts as some fines
are received from persons pleading guilty and simply paying their
fine to the Court.

I do not believe any budget increase for your 1992 general legal
services is necessary, and you may want to consider reducing the
budget for this item. As you know, the budget for all civil legal
services can be controlled very effectively by a reduction in
services requested. Staff has been monitoring this closely and you
will note a decrease in my firm's legal fees to date in 1991. This
was as discussed and predicted at the January 18, 1991 Personnel
Committee meeting.

Please be assured that we will continue to work with the Council
and staff in providing efficient, effective legal services to the
City, notwithstanding the City's present budget constraints.
