Goodrich, City Attorney <br />1992 Legal Services <br />September 10, 1991 <br /> <br />Z do not propose any hourly rate change for my firm's legal <br />services in 1992. The hourly .rates, which have been in effect for <br />the past several years, are $75.00 for civil matters, $60.00 for <br />prosecution matters, and $100.00 for those services which can be <br />charged directly to escrow accounts. A flat $100.00 per Council <br />meeting is charged. <br /> <br />With regard to the prosecution legal services, through August <br />31, 1991, the City has paid my firm fees of $15,500.00 and Ms. <br />Helling reports the City has received $30,841.00 in revenue from <br />fines. In 1990, the City received a total of $.41,000.00 in fines <br />and the prosecution fees were $31,000.00. You should note that not <br />all fines generated are result of prosecution efforts as some fines <br />are received from persons pleading guilty and simply paying their <br />fine to the Court. <br /> <br />I do not believe any budget increase for your 1992 general legal <br />services is necessary, and you may want to consider reducing the <br />budget for this item. As you know, the budget for all civil legal <br />services can be controlled very effectively by a reduction in <br />services requested. Staff has been monitoring this closely and you <br />will note a decrease in my firm's legal fees to date in 1991. This <br />was as discussed and predicted at the January 18, 1991 Personnel <br />Committee meeting. <br /> <br />Please be assured that we will continue to work with the Council <br />and staff in providing efficient, effective legal services to the <br />City, notwithstanding the City's present budget constraints. <br /> <br /> <br />
