<br />City Attorney Goodrich stated that it does not only have to be vacant, but one of the seven listed. <br />He stated that item #7 is for when the meter is running and access is denied. <br /> <br />City Administrator Ulrich stated that the opposite may be true, if the meter is not registering <br />water usage. He stated that under this chapter, the City should have the authority to go in and <br />check the meter. <br /> <br />City Attorney Goodrich stated that he feels the ordinance can stand without item #7. <br /> <br />Motion by Councilmember Look, to adopt the ordinance adding Section 4.40.12 to the City Code <br />with section is titled "Disconnecting City Water Service"; deleting #7. <br /> <br />Motion died for lack of second. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to waive the reading <br />of and adopt Ordinance #08-31 adding Section 4.40.12 to the City Code which section is titled <br />"Disconnecting City Water Service", as written. <br /> <br />Motion carried.. Absent: Councilmember Jeffrey and Olson. <br /> <br />Case#7: <br /> <br />Off-Leash Area for Alpine Park <br /> <br />Parks Supervisor Riverblood stated that this case is to create an off-leash area for Alpine Park. <br />He stated that the City began to put mutt mitt dispensers on the park trail system and this has <br />made a big difference in the waste problem. He stated that in 2008, the City has gone through <br />8,800 bags. He stated that this off-leash area would be in the center of the park between the <br />ballfields, which provides an opportunity to provide a low cost off leash space because it can <br />utilize the existing fencing. He noted that this area is far away from the active use areas of the <br />park. <br /> <br />Councilmember Elvig asked how the City would deal with the situation where there are kids <br />playing near the fence and the dogs bark and come over to the fence. <br /> <br />Parks Supervisor Riverblood stated that he is not aware of any conflicts in any of the other off- <br />leash areas in the surrounding areas. <br /> <br />Councilmember Elvig asked if there would be a requirement to pick up after your dog. <br /> <br />Parks Supervisor Riverblood stated that they would have this requirement and would have more <br />waste disposal available.
