January 29, 2009 <br /> <br />TO: <br /> <br />Ramsey Planning Commission <br /> <br />RE: <br /> <br />Staff Update <br /> <br />City Council Update. The following is a brief summary of actions taken in December 2008 '!lld January <br />2009 that may be of interest to the Plamling Commission: <br /> <br />Rum River Hills Golf Course Expansion. City Council approved the Site Plan for the expansion of the <br />Rum River Hills Golf Course Club House. The applicant will be required to add fIre suppression to the <br />facility and will "be working with the Fire Department to use existing ponding on site for water supply. <br />Staff awaits "submission of the building permit for that project. <br /> <br />Topsoil Ordinance. City Council introduced the ordinance to amend City Code to include topsoil <br />requirements in new developments. Staffwill continue to refIne the exact specifIcations of the mix of soil <br />required. The ordinance was introduced with a four inch topsoil requirement. . The ordinance is also <br />scheduled :(or a future City Council W orksession for further discussion. <br /> <br />Michels Property. City Council approved the fInal plat for the Michels Property subdivision, contingent <br />upon re-affmning the existence of the easement for road purposes within the Development Permit, as the <br />Applicant has agreed to leave the easement in place. <br /> <br />Comprehensive Plan Update. City Council foi-mally authorized distribution of the Draft 2008 <br />Comprehensive Plan Update. Drafts of the plan have been distributed to applicable agencies. Staff <br />requested responses within 60 days, although each organization is allowed up to six months to review. <br />The draft was also sent to the Metropolitan Council for informal review; however, due to workload on the <br />part of the Metropolitan Council with reviewing Comprehensive P.Ians, they will be unabie to provide any <br />informal comment prior to the official review. It appears that the plan will be ready for the Metropolitan <br />Council to review in late Mayor early June. <br /> <br />Once the plan is approved by the Metropolitan Council, it will become eligible for fmal City Council <br />approval. The next step in the process will be to amend our current Zoning Code to reflect the new <br />Comprehensive. Plan. Due to budget constraints, Staff will be working with the Planning Commission <br />and City Council to prioritize the amendments to City Code. <br /> <br />PC: 02.05.09 <br /> <br />29 <br />
