Absent: Councilmember Elvig. <br /> <br />Case #2: <br /> <br />Public Hearing: Request for a Procedural Variance to Platting <br />Requirements to Allow a Metes and Bounds Subdivision; Case of City of <br />Ramsey <br /> <br />Public Hearinf! <br /> <br />Associate Planner Gladhill stated that the City of Ramsey is in the process of acquiring parcels to <br />construct a third water tower and secure a permanent, dedicated access to Elmcrest Park, located <br />west of St. Francis Boulevard and south of 16ih Avenue. The City has begun to assemble <br />nearby parcels to facilitate the right-of-way and storm water ponding for the future extension of <br />Quicksilver Street. This is a request for a procedural variance to platting requirements to allow a <br />metes and bounds subdivision. City Code prohibits the conveyance of any land described by <br />metes and bounds, as opposed to platting, with certain exceptions. The City is requesting a <br />variance to this requirement. If approved, the metes and bounds subdivision would create four <br />parcels; two for the existing homes on the Subject Property and two for future Quicksilver Street <br />right-of-way and ponding, which the City will hold until the area is re-platted. The two remnant <br />parcels will not be buildable until they are replatted. This metes and bounds subdivision would <br />be only a temporary type development - it will be replatted in the future. Mr. Gladhill pointed <br />out that this is a public hearing. <br /> <br />There was no citizen input. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone to close the public hearing. <br /> <br />Motion carried. All present voted in favor. <br /> <br />The public hearing closed at 11 :23 p.m. <br /> <br />Board of Anneal Business <br /> <br />Councilmember Wise noted that one of these lots will be extremely small and it is on a septic <br />system. This may become. an issue later on being forced to be hooked up to sewer and water. <br /> <br />Mr. Gladhill stated that you can take a septic site and restore it so that should not become an <br />issue. Even with the smaller lot size, it is able to be corrected. This could be a water tower site <br />and could be part of a relevant redevelopment feature. It can accommodate a secondary septic. <br /> <br />Councilmember Wise was concerned about that verbiage being in the case. <br /> <br />Board of Appeals / January 13,2009 <br />Page 2 of3 <br />
