<br />Mayor Ramsey stated this is a public hearing and asked if there was any input. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Dehen to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Jeffrey, Look, <br />McGlone, and Wise. Voting No: None. Absent: Councilmember Elvig. <br /> <br />The public hearing closed at 8: 1 0 p;m. <br /> <br />Council Business <br /> <br />Councilmember Look inquired if there are major differences. <br /> <br />Economic Development Coordinator Sullivan replied the old policy was very vague. <br />This new policy gives direction as to how the City would award subsidies to the <br />businesses. State Statutes requires you can give $75,000 to the creation of one job - now <br />we have $25,000 of assessments to create one job. This encapsulates what was done in <br />2007. It was $75,000, now $25,000. This brings everything up to date. In addition, an <br />application system to rate projects is a useful tool. <br /> <br />Councilmember Look asked if $25,000 would put the City of Ramsey at a disadvantage <br />to attracting businesses compared to our neighboring communities. <br /> <br />Mr. Sullivan replied that is possible but there is a caveat to revert back to State Statutes if <br />we choose. <br /> <br />Motion by Councilmember Look and seconded by Councilmember McGlone to adopt <br />Resolution #09-01-009 adopting a policy and criteria for granting business subsidies. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Look, McGlone, Dehen, <br />Jeffrey, and Wise. Voting No: None. Absent: Councilmember Elvig. <br /> <br />Case #5: <br /> <br />Receive Citizen Communication regarding the Closure of 1420d <br />Avenue between TH #47 and Argon Street <br /> <br />City Engineer Jankowski stated that on December 30, 2008, the City received a <br />petition/survey, which was circulated in the Flintwood Hills neighborhood. In the <br />survey, there was an effort made to request how people felt about the closure of 1420d <br />Avenue. The first and second choices would be listed. He referred to the summary of the <br />responses on page 231 of Council's agenda. Mr. Jankowski stated that traffic issues have <br />been discussed a number of times in recent years. In preparing to do a safety <br />improvement project on TH #47 for the 2005 construction season, MnDOT held an open <br />house in December 2004 to solicit input from the neighborhoods and businesses on both <br />the east and west sides of TH #47/142od Avenue intersection.
