<br />decides they will make a decision at the meeting in February. We have narrowed it down <br />to this specific solution. It will depend on where Council wants to go. If the City <br />Council directs staff to wait until March 31, then staff will be taking these signs down <br />that say January 14, but it really depends on what direction comes from the City Council <br />and the residents. Mayor Ramsey asked if there would be enough time to conduct <br />another traffic study. Mr. Olson replied that his department could do their best but traffic <br />tubes do not work well with snow on the ground. Councilmember Dehen stated that he is <br />in opposition of waiting as they had gone through the proper process. He would like to <br />see the road closed right away. Councilmember Wise stated that he did not believe <br />waiting a couple months will be a huge advantage or disadvantage. He does not like the <br />closure at this point. Councilmember Jeffrey stated that he, too, is opposed if we can <br />speed this up to 90 days. He added that he would like to not have a traffic count done in <br />the winter. Mr. Jankowski reported that the dates for the traffic study were after Labor <br />Day and before Halloween 2008. Council asked Mr. Jankowski to note that on the <br />diagram he presented and get it back to the Council. Mayor Ramsey withdrew his <br />request to have a traffic study done in the winter. Councilmember Dehen asked for a <br />notation of where the people signing the petition live on the diagram presented to <br />Council. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Cook, McGlone, and <br />Wise. Voting No: Councilmembers Dehen and Jeffrey. Absent: Councilmember Elvig. <br /> <br />Clarification on the motion: This was direction to keep the road open until March 31, <br />2009. <br /> <br />Gary Greb stated that the card sent out in November said the road will be closed. He <br />wondered if staff could use different verbiage so people do not think it is a done deal - it <br />made it sound like they did not have an option. <br /> <br />Case #3: <br /> <br />Consider Introduction of an Ordinance to Amend City Code Section <br />2.02 Economic Development Authority <br /> <br />City Attorney Goodrich stated that Section 2.02 of the City Code refers to the Economic <br />Development Authority. The EDA "establishment" portion of the Code states that the <br />Board shall be governed by seven commissioners; two of those commissioners shall be <br />members of the City Council. At the January 6, 2009 City Council work session, <br />Council indicated they wanted to amend the section of the Code that establishes the EDA <br />by adding a third Councilmember and taking away one resident. The proposed ordinance <br />in tonight's agenda would make that change. <br /> <br />City Administrator Ulrich reported that the Economic Development Authority conducted <br />their regular monthly meeting on January 8, 2009, and passed a motion that they would <br />like the membership of the Board to remain as is. <br /> <br />Chris Riley, 15120 Ute Street NW, and Chair of the EDA, stated that the EDA passed a <br />resolution to oppose the change makeup.
