<br />Council selected the right community person. He added that he thought Councilmember <br />Look should not abstain from voting on this item. <br /> <br />Councilmember Dehen stated that he looked at the absences of the Council on the Board <br />and he feels that Council needs to do a better job of letting the alternate know when they <br />are unable to attend a meeting. We need to do a self-examination on our commitment. <br /> <br />Councilmember McGlone reported that he attended the EDA meeting last week and was <br />the only Councilmember present. He did not see any reason why we should remove a <br />citizen. This body is to recommend to the City Council and he would like to see more <br />citizen input and leave the Board membership as is. <br /> <br />Motion by Councilmember Dehen and seconded by Mayor Ramsey to leave the <br />membership of the EDA as is with five lay-members and two Councilmembers. <br /> <br />Further discussion: Attorney Goodrich stated that if Council's desire is to leave the EDA <br />as is, they just do not have to introduce the ordinance. <br /> <br />Councilmember Dehen withdrew his motion. Mayor Ramsey withdrew his second. <br /> <br />Motion by Councilmember Dehen and seconded by Mayor Ramsey to table the <br />introduction of an ordinance to amend City Code Section 2.02 Economic Development <br />Authority indefinitely. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Jeffrey, McGlone <br />and Wise. Voting No: None. Abstain: Councilmember Look. Absent: Councilmember <br />Elvig. <br /> <br />Case #4: <br /> <br />2009 Council Organization <br /> <br />City Administrator Ulrich stated there are four resolutions for Council to pass on: 1) <br />Proposed Resolution for 2009. Council organization; 2) Proposed Resolution designating <br />financial institutions as official depositories of City funds for 2009; 3) Proposed <br />Resolution designating Village Bank as official financial institution for the City of <br />Ramsey banking services for the year 2009; and 4) Proposed Resolution authorizing <br />signatures for financial transactions. The first resolution also includes designating the <br />Anoka County Union as the City's official newspaper for the year 2009. <br /> <br />Councilmember Look stated he would like to discuss the appointment to the Lower Rum <br />River Water Management Organization. Right now, Gity Engineer Steve Jankowski is <br />the appointment to the organization. Citizens have raised concerns about a City <br />employee serving on this board. State law talks about this being a conflict of interest and <br />he is concerned about that. He inquired of City Attorney Goodrich if the law allows the <br />City to grandfather this appointment or should the Council make a new appointment. <br /> <br />City Council/January 13,2009 <br />Page 18 of31 <br />
