<br />Motion by Councilmember Look to change the orgamc content percent from 20% <br />minimum to 20% minimum and 30% maximum. <br /> <br />There was no second to the motion. Mr. Himmer suggested not setting a maximum - just <br />setting a minimum. <br /> <br />Motion by Councilmember Look, seconded by Councilmember McGlone to change the <br />percent to a 30% minimum or NRG product. <br /> <br />Further discussion: Councilmember Wise asked if the thought is to eliminate a maximum <br />just on organic and that we are not looking at a maximum of sand. Councilmember Look <br />suggested limiting the sand as much as possible, leaving it at 35% as recommended. <br />Councilmember Jeffrey stated he is not an expert and he feels that Council is "shooting in <br />the dark". He felt comfortable introducing the ordinance as is but he feels now like they <br />are just making up numbers and he cannot support that. Councilmember Look stated that <br />they are making up numbers but it is making them better. C6uncilmember Jeffrey stated <br />he did not disagree but he felt we cannot put it in place without understanding it. Mayor <br />Ramsey stated the goal right now it to put it through as an introduction only. <br />Councilmember Dehen stated he would like to get it through. He stated he does not <br />know what he's talking about with numbers but the numbers can always be tweaked and <br />he likes the requirements. Mr. Himmer stated that Council could introduce the ordinance <br />tonight and discuss it again but he would like to get this in place prior to the construction <br />season. The goal is to get it adopted before the construction season so introducing it now <br />and adopting it in March would be sufficient. It could be scheduled for more discussion <br />on a future Public Works Committee agenda. Director of Public Works Olson <br />recommended the discussion go to a City Council work session versus Public Works <br />Committee so that everyone is present for the discussion. He also recommended that <br />staff bring samples of different types of organics in to the meeting. He expressed concern <br />about enforcement of this. Councilmember Look stated that if Ramsey has a stricter <br />standard and someone cheats, hopefully we are still better than where we would have <br />been if we had no requirements. He asked that staff get some prices on the different <br />levels of organics as well. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, McGlone, Dehen <br />and Wise. Voting No: Councilmember Jeffrey. Absent: Councilmember Elvig. <br /> <br />Motion by Councilmember Look and seconded by Councilmember Dehen to introduce <br />the amended ordinance. <br /> <br />Further discussion: Councilmember Jeffrey stated that tonight we are introducing an <br />ordinance that we made up some numbers for. He stated if we cannot enforce them, why <br />have them. He felt it was too early to introduce this ordinance. Mayor Ramsey stated he <br />Will cast his vote on the assumption that we can make changes. Councilmember <br />McGlone stated Council is saying more organic would be better so would 20% be a better <br />number than 5%.; there are avenues to go to to get this. <br /> <br />City Council/January 13, 2009 <br />.
