<br />Maintenance Program. The petition requested that Andrie and 164th receive additional <br />improvements as follows: Andrie Street and 164th Lane be reconstructed with concrete <br />curb and gutter to a width of 32 feet and have a nine ton load limit; Andrie Street and <br />164th Lane be striped for two driving lanes and one parking lane with restricted parking <br />on the opposite street side; Failing storm water catch basins be replaced and storm sewer <br />extended where necessary; and a five-foot concrete sidewalk not be installed along the <br />north and east sides of these streets. Council directed staff prepare a feasibility study and <br />met on three occasions to provide direction on improvements and financing. The petition <br />requested the sidewalk not be included - City policy calls for inclusion of a trail. A five- <br />foot concrete sidewalk was determined to be acceptable and it was to be bid as an <br />alternate. The road work will be primarily funded by MSA as Andrie Street is on the <br />MSA system. Council should direct changes to the feasibility study. There is a 60-day <br />period to petition against the project. <br /> <br />City Attorney Goodrich clarified that a petition against the project would be due within <br />30 days. <br /> <br />Mayor Ramsey closed the regular portion of the City Council meeting in order to conduct <br />the public hearing. <br /> <br />Public Hearin2 <br /> <br />Mayor Ramsey called the public hearing to order at 7:15 p.m. <br /> <br />Larry Scott, 16121 Andrie Street NW, stated he supports the improvements but not the <br />sidewalk; a sidewalk would be better on Alpine. <br /> <br />MaryJo Tinscher, 16081 Andrie Street NW, agrees with the improvements but not the <br />sidewalk. She, too, felt a sidewalk would be better on Alpine. <br /> <br />Mayor Ramsey asked if anyone present was in favor of the sidewalk. <br /> <br />Carol Welte, 16051 Andrie Street NW, stated she wants the sidewalk along with the other <br />improvements. <br /> <br />Councilmember Colin McGlone, 9495 - 164th Lane NW, stated he is a proponent of <br />sidewalks; sidewalks make safer and better communities. He cited various on-line <br />studies/research he reviewed with regard to sidewalks making it safer for pedestrians. He <br />stated that he discussed the process with the North Fork Association and the petition that <br />was put forward should be discarded. The President of the North Fork Association <br />signed on behalf of the association and that conflicts with their bylaws. Others signed as <br />tenants. There should be one vote per property identification number but there are some <br />duplicates. There are others that are not affected parties that signed the petition. He <br />questioned if this case was simply to talk about a sidewalk or if it is to discuss the project <br />in general.
