Citizen Involvement:

A citizen informational meeting will be held again this year to answer questions
regarding the program and also to identify any additional improvements that should be
made in advance of the street maintenance work. Staff will use this as an opportunity to
hear from local residents of any issues which could best be remedied prior to the street
work taking place, as well as to answer questions regarding the program and its process.

Budget:

Below is a summary of the revenues and project expenses associated with the 2009
program. In addition to the sealcoats and overlays th~s year's program is proposed to also
include a badly needed reconstruction of 1000 feet segment of Dysprosium Street
between l40th Avenue and 142nd Avenue. This would be constructed by recycling the
pavement between existing curblines and using it as base material.. Properties along this
segment of Dysprosium Street are proposed to be assessed the cost of an overlay as the
City has not established an assessment for street reconstruction.

Revenues
Developer escrows
MSA Monies

City General Fund
Assessments
Overlays
Seals
Dirt Streets
2008 Surplus

Total Revenue
Surplus

Recommendation:

$ 33,640
$149,355

$455,800

$ 84,728
$115,527
$116,278
$ 95,779

$1,051,107
$54,092

$ 94,739
$ 86,355
$ 63,000

Expenses
15t Seals
MSA Seals
Dysprosium Street - MSA

$169,456
$ 320,909
$262,556

Overlays
Assessed Seals
Dirt Street- 151 5t, 152nd Fluorine

$997,015 Total Expense
5.4% of Total available Revenue

Staff recommends that the Committee direct staff to prepare a feasibility study for the
2009 Street Maintenance Program \. . . .. <-

Action:

Motion to recommend that the City Council direct staff to prepare feasibility study for the
2009 Street Maintenance Program.

Reviewed by:
Director of Public Works/Principal City Engineer
Street Maintenance Supervisor
PW: 01/20/09

-177-
