He stated that there currently is not a ranking system.

Councilmember Jeffrey stated that the February strategic planning meeting will set priorities for
the year and suggested that these issues are ranked according to the top priorities that are set at
the meeting.

Councilmember McGlone stated that people could bring up topics during Citizen Input at the
Council meeting, which would also set up an agenda item. He stated that the Council could
encourage residents to speak up in this forum if things are important to them.

Mayor Ramsey stated that he thinks there is value in looking at the actual issue and moving it
forward as quickly as possible.

Councilmember Look stated that if a Work Session is ending early, perhaps some of the things
from the future topics list could be shoehorned in.

Councilmember Dehen asked if there was a public notice issue if the Council discussed future
items.

City Attorney Goodrich stated that he thinks that may be problematic. He stated that the Council
should be careful about discussing items that are not listed on the agenda.

Councilmember Dehen suggested that the agenda could be re-written to allow extra topics, if
time permits.

.

City Attorney Goodrich stated that these could be easily added if they are not directly tied to a
resident or a consultant.

Mayor Ramsey suggested that a disclaimer could be added, if time permits.

Councilmember Dehen stated that he looked at the survey of the top three issues, but, his big
issues are getting the R TC going and getting a rail station, and he did not think that this is what
City Administrator Ulrich was looking for.

There was a Consensus to have a written policy for getting items added to agendas.

Assistant City Administrator Nelson stated that staff would put together a draft policy for
Council review.

City Council Work Session /January 6, 2009
Page 4 of 16
