completed, and to provide Council with further information regarding the length of time the <br />moratorium can be extended. <br />Councilmember Strommen noted there is currently a draft greenway plan in place. Information <br />regarding the natural resource inventory assessment will be presented to the Council at the next <br />City Council meeting. <br />Zoning & Recycling Coordinator Anderson indicated the natural resource inventory assessment <br />will require a 6 to 12 month timeframe to complete. <br />1) Ramsey Crossings <br />Mr. Jim Lasher, LSA Design, provided the following update of the continued negotiations with <br />Robert Muir regarding Amendment #1 of the Exclusive Rights Agreement on the Ramsey <br />Crossings project. <br />Subsidy and Off -site Improvements <br />Mr. Lasher indicated Muir is asking for a subsidy of $3.35 million as a result of the costs of this <br />project. In the original RFP, it was asked that Muir provide the City with a cash payment of <br />$5.30 million for off -site roadway improvements. After Muir was selected, it was determined <br />that the actual costs for the off -site improvements were $3.50 million. Additionally, the City has <br />requested that Anoka County provide their typical contribution to help cover these costs of <br />approximately 30%, which in this case equals approximately $1.35 million. <br />Mr. Lasher stated in summary, the original costs for off -site improvements of $5.30 million have <br />now been reduced to $2.10 million. To solve Muir's request for subsidy, he is proposing that the <br />City reduce Muir's payment for off -site improvement costs down to $1.75 million. The City will <br />use TIF proceeds to cover the balance of the off -site improvements of $350,000 which are TIF <br />eligible expenses. <br />Land Acquisition <br />Mr. Lasher stated at the last City Council work session he was directed to attempt to negotiate a <br />change in the land acquisition process for the project. He met with Muir today and they continue <br />to work towards this goal. He hopes to have this finalized for the next Council meeting. <br />Council and Mr. Lasher discussed the negotiations with Robert Muir. <br />City Administrator Norman indicated Council will be given an update regarding the continued <br />negotiations prior to the next City Council meeting. They may soon be ready to direct the <br />attorneys to begin drafting the development agreement. <br />Mayor Gamec requested further information regarding the timetable on the project. <br />Mr. Lasher replied originally Muir would have signed the development agreement by the second <br />week in February.
