CASE # 1

AMEND PARK AND TRAIL MAP - BOY SCOUT CAMP
By;,Mark Riverblood, Parks Supervisor

Background:

On average of once per year, the Park and Recreation updates the Park and Trail Plan
Map to remain current with proposed park and trail needs, and to ret1ect any projects that
go from 'proposed' to 'existing'. This last mapping update occurred in March 01'2008.

The purpose of this case is to consider adding an area of proposed land Park Dedication
along the Rum River within the Boy Scouts of America's 163 acre site, should the
property be proposed for development. Existing and previous mapping has shown trail
corridors or Greenways connecting the neighborhoods to the north and south of this
property under a development scenario. This case discusses maintaining the trail
connections, and reserving future park land along the Wild and Scenic Rum River.

Observations:

As the Commission may be aware, the sale of the scout camp has been discussed several
times over the years. Most recently, City Council has authodzed staff to investigate the
potentiality of adding some or all of the property to the inventory of city~owned land - to
maintain the open space and preserve the recreational opportunities the camp currently
provides. The next step will be to identify the various options available to the city, one of
which is to 'do nothing'.

This case is to identify proposed Park Dedication under the traditional development
process. As mentioned, the separate process above will be explored by Council this
winter. Staff will also use this opportunity to brief the Commission on the existing
natural resources of the site. Included with this case is an exhibit that identifies the
proposed future park land and access to the river.

Commission Action:

Motion to approve the addition of proposed park land along the Rum River within the
Boy Scouts of America property. .

P&R: 02/12/09
