CASE # 2

MISSISSIPPI RIVER ACCESS TRAIL UPDATE
By: Leonard Linton, Civil Engineer II

Background:

This case provides an update on the trail associated with the County Pond Storm Sewer Outlet
(aka Ramsey Town Center Storm Sewer Outlet). The Ramsey Town Center project required a
storm sewer outfall to the Mississippi River. The plan included a trail for public access and
maintenance purposes. The Developer did not install the pipe before they ceased construction on
the Ramsey Town Center Project. The City decided to move forward in 2008 with preparing
plans and specifications for installation of the pipe and path. The trail design included use of
boulder retaining walls for seating and slope stability. The slopes will also be stabilized with
shrubs and trees. The project was awarded in December 2008 and the contractor has started
installing the pipe. The slope restoration and trail paving will be completed in the spring of 2009
after the frost is out of the ground. The trail will extend fi'om the Mississippi river to the
Highway 10 right-of-way.

Plans for the trail and slope stabilization are included in the packet.

Funding Source:

The funding for this project is from the Stormwater Utility Fund.

Commission Action:

No Action required.

Reviewed by:
Director of Public Works/Principal City Engineer

P&R: 2/12/09

3
