Public Safety Board Agenda October 25,2001 Filling vacant position on board Item #1 Establishing Appeals Board for Fire Inspection Program With the hiring of Jerry Streich in 2001 Ramsey is establishing a Fire Code Inspection program whose focus is industry, day cares, places of assembly. A requirement of this type of program is to provide an Appeals Board. The Appeals Board would meet to listen to comment and decide on infractions to the Uniform Fire Code if contested. As with any code, some issues are not as clear as others are. The board would listen to, for example, the appeal of a business owner, compare to the code and decide, if unclear, whether to allow the situation or to uphold the Fire Inspectors direction. The board must contain a voting member that is familiar with the appropriate fire code along with four others. The Fire Chief suggests utilizing a neighboring cities fire inspector to fill the "expert" position. The cities of Anoka, Elk River and Coon Rapids all have fire inspection staff that would be able to meet the requirement. Board Action: Choose 4 members to serve as Ramsey's Appeal Board. Item #2 Burning Permit Fees At the last Public Safety Board meeting the issue of changing the fees for open burning permits was discussed. The Fire Chief did not foreword to Council for formal adoption. Review of the proposed changes. Board Action: Based on discussion Item #3 Water/Ice Rescue Equipment Ramsey's capital equipment schedule includes $5000 for a boat, motor and trailer for the purposes of water and ice rescue. Ramsey Fire has recently committed to acquiring a "Zodiac" boat from the DNR. Because the boat is considered excess inventory the cost is $100.
