CASE # ,

DISCUSS 149TH AVENUE TRAFFIC SITUATION
AND OTHER RELATED TRAFFIC CALMING ISSUES
By: Steve Jankowski, City Engineer

Background:

The background for this case is two-fold. Over the summer and fall of 1997, the City received a
great deal of input from the neighbors along 149th Avenue between Ramsey Boulevard and
Uranamite Street regarding traffic and speeding which was occurring on this stretch of road. The
first goal of this case is to have an update on what actions have transpired and what future
activities may mitigate the speeding. The Police Chief will be available for a presentation at the
meeting.

A second purpose of this case is to review, in general, some of the traffic calming techniques
which have been presented at a number of Road and Bridge meetings during 1997. Specifically,
, focus should be given toward what conditions the City would consider street closure as an
appropriate tool for providing traffic calming. There has been a request to cul-de-sac 149th
A venue. There has also been a request to allow an "emergency vehicle only" connection
between the Apple Ridge subdivision and the adjacent Halls Dover addition. Residents of both
these areas have been advised of the purpose of this case and have been invited.to attend for the
purpose of having a dialog on these issues. The desired outcome of this dialog should be a better
understanding by all parties on the nature of the problem and impacts of street closure as a
remedy. Also some direction from the Committee on what type of policy or additional
information should be drafted. Enclosed is an excerpt from the Neighborhood Traffic Control
Manual regarding street closure.

Committee Action:

Based upon discussion.

Reviewed by:

City Engineer
City Administrator
Fire Chief/Director of Public Works
Police Chief

R&B: 03/17/98

Traffic. doc
