Disadvantages an overall increase in the total number of accident would be expected; City would <br />need to convince MnDot which 'is expected to oppose this option; <br />Install a pedestrian underpass /overpass at TH 47 & 142 Avenue - This option would include <br />a grade separated crossing of TH 47 either through an overhead pedestrian bridge or a tunnel <br />Advantages — increased safety for pedestrians crossing TH 47 from vehicular traffic. <br />Disadvantages — expensive option in terms of both construction and property acquisition; personal <br />safety concerns with enclosed tunnels. <br />Close the median at TH 47 & 142 Avenue — This option is favored by MnDot but vigorously <br />opposed by TH 47 businesses. <br />Advantages — safest option as it would have prevented 18 of the 20 accidents recorded since 2006. <br />Disadvantages — Would significantly reduce access availability to TH 47 businesses. <br />Reduce the speed in neighborhood- The existing speed limit within the neighborhood is 30 mph. <br />It is unclear whether a lower speed limit or more vigorous enforcement of the existing speed <br />limit is being proposed <br />Advantages — slower speeds would increase neighborhood safety. <br />Disadvantages — availably of enforcement is limited. <br />Prohibit left turns from TH 47 onto 142nd Avenue during peak traffic hours and left turns <br />from Dysprosium onto 143 Avenue & 142 Lane during peak traffic hours -This option is <br />illustrated on Figure D. <br />Advantages — reduce accidents at TH 47 & 142nd Avenue . intersection due to fewer turning <br />movements; decreased neighborhood cut through traffic. <br />Disadvantages —a reduction in access to TH 47 businesses from neighborhood during the peak traffic <br />times. <br />Recommendations: <br />It seems unlikely that there will be consensus on a road closure alternative among the entire <br />neighborhood. It therefore seems prudent to initiate changes having the least impact before <br />proceeding to more significant measures. Staff therefore recommends the following measures; <br />(1) post no left turn signs for specified peak hours on TH 47 & 142 Ave, Dysprosium & 143 <br />Avenue; and & 142 Lane; (2) neighborhood traffic volumes be evaluated before and <br />after these postings; and (3) the accident history at TH 47 & 142 Ave and the effect of the left <br />turn restrictions be reviewed at the October Public Works Committee meeting to determine if <br />more restrictive modifications need to be implemented. <br />3 <br />
