Background: <br />UPDATE ON NOW AND THEN ESTATES (GARNET STREET NW) <br />By: Tim Himmer, Assistant City Engineer <br />CASE #3 <br />As part of the 167 Avenue NW realignment/reconstruction project process, a neighborhood <br />open house was held on March 20, 2008. Three residents from the NOW AND THEN <br />ESTATES subdivision attended the meeting (Garnet St. north of 167 Ave) requesting <br />information on impacts of the proposed project to their neighborhood. They commented that <br />previous discussions were held with City staff regarding the condition of their roads, and they <br />were waiting to receive additional information on the potential costs of reconstructing the roads <br />with and without utility extensions. ' <br />This item was discussed at the May 15, 2007 Public Works Committee, at which time the <br />BROOKFIELD subdivision was in full swing and there was discussion of these properties being <br />purchased and incorporated into a future phase. The housing market was beginning to slow at <br />that time, and has continued its downward spiral, therefore the idea of acquiring the properties <br />within NOW AND THEN ESTATES has never materialized or been discussed further since this <br />time. <br />A neighborhood meeting was held on August 8, 2007 to hear from the property owners on how <br />they would like to address the issues of street reconstruction and/or potential utility extensions <br />into the subdivision. It was the general consensus of those in attendance that the road should be <br />patched/repaired until sewer and water was extended into the neighborhood. The item was <br />brought back to the Public Works Committee on September 17, 2007, and the motion was to <br />honor the resident's wishes by continuing to repair the road until utilities are extended. <br />Observations: <br />Looking back at the comment sheets received from the August 8, 2007 neighborhood meeting it <br />is apparent that the great majority of residents in attendance were in favor of continued patching <br />and until such time that a development scenario was advanced and utilities would <br />be extended into the subdivision. It was also a recurring theme that estimates should be prepared <br />for reconstruction of the road, with and without utilities, and presented to the residents for <br />discussion. Since the 167 Avenue project was advancing staff decided to investigate options <br />for NOW AND THEN ESTATES as a part of that project prior to responding to residents. <br />Estimates have been completed for 3 scenarios and are summarized below: <br />1. Mill and overlay with storm sewer improvements $172,150 <br />2. Reconstruction without utilities (no concrete curb and gutter) $256,150 <br />3. 0 Reconstruction with utilities (with concrete curb and gutter) $500,350 <br />Staff is preparing to meet with the residents of NOW AND THEN ESTATES to present this <br />information. A City contribution could be requested by the residents, similar to any other public <br />improvement project. In light of current budgeting concerns it may be a difficult process to get <br />an improvement project scheduled and funded, if so desired by the residents. <br />47 <br />
