PW: 02/17/09 <br />AUTHORIZE REQUEST FOR PROPOSALS (RFP) FOR <br />GEOTECHNICAL AND CONSTRUCTION TESTING SERVICES <br />By: Tim Himmer, Assistant City Engineer <br />Background: <br />The City executes a contract for geotechnical and construction testing services on an annual basis. If the <br />agreement proves beneficial to the City, it is common practice to build upon the existing relationship and <br />extend the contract to subsequent years. American Engineering Testing, Inc. has held a contract with the <br />City since 2007. We have not experienced excessive problems over the past two years, but in light of current <br />market conditions and budgeting concerns staff feels that now would be a good time to evaluate the level of <br />service received, and investigate alternative options that may be available. From time to time it is prudent to <br />evaluate the consultants that are providing services to the City, and look for areas that could be improved. <br />Currently the City arranges for all geotechnical and construction testing services, on both public and private <br />improvement projects that are to become publicly owned and maintained. Staff is looking at firms that can <br />provide a full service spectrum of geotechnical and environmental expertise, as well as construction testing <br />services. It makes sense to use a firm that can react to all conditions that may exist on a project, and can <br />provide timely information and recommendations on unforeseen occurrences. <br />Observations: <br />Staff intends to solicit select geotechnical and construction testing firms located in close proximity to the <br />City of Ramsey. We will be requesting and evaluating these firms on the following criteria: <br />1. Company profile; including history, experience, and client references. <br />2. Project specific experience of key personnel — resumes and technical expertise. <br />3. Successful experience working in Ramsey and/or City's of similar size and soil conditions. <br />4. Understanding of the scope of work - response to a representative City project. <br />5. Accessibility, responsiveness, and flexibility of scheduling. <br />6. Cost — statement of fees, and terms. <br />- Funding: <br />Funding for consultant . time is based upon the project. City initiated projects are paid through the account <br />budget for that project, and services on private projects that will be turned over - to the City are paid through a <br />developer's escrow account. <br />Action: <br />Motion to approve the RFP for geotechnical and construction testing services, and authorize staff to <br />distribute it to select consultants. <br />Attachment: <br />Geotechnical RFP <br />Reviewed by: <br />Public Works Director/Principal City Engineer <br />CASE # <br />61 <br />
