<br />Assistant Director of Public Works Olson explained that staff struggled with the issue and after a <br />lot of discussion staff felt that it would make the most sense to assess the townhome units the <br />equivalent units based on front footage. The only time the City would use that policy is if there <br />was a project with mixed single-family residential and multi-family units. <br /> <br />Councilmember Cook stated that he thought it was fair to charge the townhome units for <br />comparable frontage as the single family homes because. they have their owri private road that <br />they have to maintain. <br /> <br />Councilmember Zimmerman stated that he would prefer to contain the costs within a townhome <br />subdivision when possible and charged each unit. <br /> <br />Councilmember Elvig agreed, but felt that they should be identifying the unique situations where <br />that is not possible and determine how they will handle those assessments. <br /> <br />Councilmember Cook inquired if staff took their recommendation and applied it to each of the <br />different situations listed in the case to determine if it would be equitable in all situations. <br /> <br />Assistant Director of Public Works Olson explained that staff did look at each area and envision <br />what the project area would be, but they did not actually apply the recommendation to all <br />situations. <br /> <br />Councilmember Elvig suggested that staff put together a spreadsheet identifying how the <br />recommendation would work for all the different scenarios that have been identified. <br /> <br />Councilmember Zimmerman inquired if it was an issue that staff could continue working on or <br />was there a need to make a decision at this time. <br /> <br />City Engineer Jankowski replied that there is a time issue because there is a public hearing <br />scheduled in March for the street improvement projects. <br /> <br />Councilmember Cook stated that. he liked the concept of having a policy in place to assess <br />projects where there is a combination of single-family homes and multi family units. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to recommend that the <br />City Council direct staff to amend the assessment policy as follows: townhomes shall be <br />aggregated into individual projects having a single land use. In instances where townhouse units <br />must be combined with single family units, it shall be the policy to assess the townhouse units a <br />number of assessment units equal to the frontage of the townhouse units divided by the average <br />frontage of the single family units. Also to direct staff to amend the 2004 street maintenance <br />program to reflect the new policy. <br /> <br />Motion carried. V oting Yes: Councilmembers Elvig, and Cook.
