Assistant Director of Public Works Olson noted that if the line is used for electrical wires it
cannot be used for anything else.

Councilmember Cook stated that it seemed to him that it might be to their advantage to install the
conduit up front and then charge for the use. He thought it was better to be proactive rather than
having to tear up the road or sidewalk every time a business use changes.

Councilmember Elvig stated that he was trying to understand Connexus's role if they are going
to be supplying power to the entire site why wouldn't they be installing conduit for their power.

Assistant Director of Public Works Olson explained that Connexus will serve the entire site with
power, but they will not be going down Sunwood Drive with the power because they would
prefer to have transformer pads. The reason staff discussed the issue with Connexus is because
staff wanted to make sure that if there was expansion service in the service why would they not
consider conduit. Connexus's response was that they would be putting in everything they need
up front. Staff echos the concern of digging up the sidewalks but it does not matter if they have
to put a Tl line in the road or under the sidewalk and it has to service the building they have to
know exactly where the connection would be and dig down to get to the connection. The
directional boring techniques that are available can accomplish the extension of utilities with
small implications.

Councilmember Cook stated that he was not worried about the electric, but was more concerned
about technology because it changes so frequently. He suggested that they should consider
installing the three-inch conduit to allow for future technology expansion.

Assistant Director of Public Works Olson replied that it would cost around $90,000 and the City
would probably not recover that cost.

Councilmember Elvig stated that he liked the idea of planning forward, but the fact they don't
have a way to pay for installing the conduit and they have a utility company that will over service
the area planning for the future, which he would anticipate other entities will do as well, it may
be an area that the City would be overstepping.

Councilmember Zimmerman stated that the problem with directional boring is that they could
have several different companies coming in and boring for different things. He personally would
like to see an open chase constructed.

Councilmember Elvig questioned the difference between an open chase and conduit.

Councilmember Zimmerman explained that the conduit it buried under ground and there is only a
limited amount of space. A chase line is an area that is about two feet wide that could be
uncovered to add or remove lines as necessary.

Public Works Committee/February 17,2004
Page 8 of9
