<br />that the Committee recommend to City Council that each of these three property owners be sent a <br />letter transmitting a copy of the appraisal, advising them of their right to have their own appraisal <br />reimbursed up to a cost of $1 ,500 and advising them that the City would be open to negotiation <br />for the easement. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to recommend to the City <br />Council that each of these three property owners be sent a letter transmitting a copy of the <br />appraisal, advising them of their right to have their own appraisal reimbursed up to a cost of <br />$1,500 and advising them that the City would be open to negotiation for the easemen~, with staff <br />to determine that $1,500 is the correct appraisal cost. <br /> <br />Further discussion: Councilmember Kurak asked if this has already been discussed with the <br />property owners. City Engineer Jankowski responded in the negative. He explained the <br />appraiser met with two of the parcel owners and left some information for the third parcel owner. <br />Councilmember Kurak asked what type of feedback the appraiser received from the property <br />owners. City Engineer Jankowski replied the appraiser could not attempt to negotiate for the <br />City. Assistant Public Works Director Olson explained contact was made with the property <br />owners before the appraisal was done. There was one owner south of Alpine Ridge that was less <br />than agreeable to sell the easement; however, the two owners to the north were very receptive. <br />Councilmember Zimmerman inquired about the possibility of acquiring extra footage from the <br />right-of-way for upgrades to Highway 47 in the future. City Engineer Jankowski replied this <br />would require a new appraisal because he specifically stated what was needed for the trail in the <br />description. In particular, parcel #2 is a small parcel, so the taking is a much greater impact on <br />this parcel. <br /> <br />Motion carried. V oting Yes: Chairperson Zimmerman, Councilmembers Cook and Kurak. <br />Voting No: None. <br /> <br />Case #6: <br /> <br />Consider Petition for Feasibility Study for Ebony Street Improvements <br /> <br />City Engineer Jankowski reported Tim Holms, former owner of the Superbowl, has retained <br />ownership of the one-acre lot (Lot 3 Block 4 Riverside West) south of the Superb owl. Mr. <br />Holms along with two additional property owners on Ebony Street between 137th A venue and <br />Riverdale Drive have submitted a petition requesting a feasibility study on unspecified <br />improvements to the street. Attached is a sketch showing the area proposed for the <br />improvements and the petitioning properties. In visiting with Mr. Holm, he expressed an interest <br />in extending sewer and water northward from 137th Street to be able to create three urban <br />services lots. Mr. Clemens, owner of Lot 1 Block 1 and Outlot A both of Clemens Addition <br />could plat his outlot as a buildable lot if sewer and water were available. Mr. Clemens has also <br />signed the petition. The third supporter of this petition is the owner of Lot 4 Block 3 Riverside <br />West, Alexander Vulks. This lot currently has a single-family residence, but could be divided if <br />city services were available. <br /> <br />City Engineer Jankowski explained in addition to the extension of the sanitary sewer and water to <br />service these properties, there are several issues which should also be addressed in conjunction <br /> <br />Public Works Committee/June 15,2004 <br />Page 13 of 17 <br />
