<br />City Engineer Jankowski replied it is not known what this property owner's standing is on this. <br />That lot has service stubbed off of 13 7th Avenue for the existing home and a vacant lot to the <br />north. <br /> <br />Councilmember Cook questioned if the minimum petition requirements are met for this to go <br />forward. <br /> <br />City Engineer Jankowski advised if the Committee is relying on the petition for the justification <br />for this it should be reviewed by the City Attorney. There are three owners, but four lots and <br />nine total properties. <br /> <br />Councilmember Cook stated this should go to the City Attorney to determine if this is a feasible <br />petition on its own. He does not think they will get a 4/5 vote to do a study on this area when <br />three of the seven lots is all it will benefit. If the property owners want to pay for that to happen <br />they can. He does agree on fixing the road. <br /> <br />Motion by Councilmember Cook, seconded by Chairman Zimmerman, to recommend that the <br />City Council forward the petition for a feasibility study for Ebony Street improvements to the <br />City Attorney to determine if it is a feasible petition. <br /> <br />Further discussion: Councilmember Kurak asked who would pay for the feasibility study if it <br />does go through. City Engineer Jankowski replied it would be paid by the City. Councilmember <br />Kurak noted the property owners paid for the feasibility study going to the north. These <br />improvements would be very limited and would only benefit a couple of parties. She asked how <br />much a feasibility study would cost. City Engineer Jankowski replied it would take <br />approximately 20 hours of staff time. Councilmember Cook stated the City could consider the <br />feasibility study under the circumstance of the property owners paying for the cost if the City <br />Attorney determines it is not a valid petition. <br /> <br />Motion carried. V oting Yes: Chairman Zimmerman, Councilmembers Cook and Kurak. Voting <br />No: None. <br /> <br />Case #7: <br /> <br />Review Mn/DOT Proposed Closure of Median Crossings on Highway 10/169 <br /> <br />Assistant Public Works Director Olson explained Mn/DOT has released plans for the 2005 <br />overlay projects. Highway 10/169 through Ramsey is on the list. He explained they are <br />proposing to close the following median crossings between signals: <br /> <br />· Tungsten Street <br />· Feldspar Street <br />.
