Chairperson Zimmerman noted they have a better understanding of the area by giving time to
judge this. He asked if Mr. Ruth would be opposed to the City continuing to monitor this.

Mr. Ruth replied he would not be opposed at all. It might be good to have a one-year evaluation.
He noted it might even help his situation when they start getting a few houses back there.

Councilmember Elvig indicated it would be worth waiting even longer than one year. Mr. Ruth's
point about the impervious surface not being there yet is well taken. It sounds like dewatering
was probably the cause. At this time they do not know if that would be similar to a good
rainstorm with impervious surface back there.

Mr. Ruth stated his concern is himself and his property, although he does not want to add to his
neighbors' problems. He thinks a longer evaluation would be fair.

Assistant Public Works Director Olson advised he would suggest evaluating the situation until
next year. Staff would continue to monitor this throughoutthe summer and bring the information
back to the Public Works Committee next year in this same time frame. He noted this year was
the tenth wettest May in history. He has walked back there a couple of times after the frost was
off the ground and could walk right through the wetland.

Mr. Ruth indicated he would appreciate having this continued to be monitored. He would like a
better understanding of sidewalk and impervious surface more towards his back yard.

Councilmember Cook asked if the water is as high as it will get due to all the rain this spring.

City Engineer Jankowski indicated the water has not reached the outlet.

Assistant Public Works Director Olson stated the water is not even close to its highest point.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to recommend that the
City Council postpone a determination on the properties at 14680, 14660, 14640 Potassium
Street and 6001 I 46th Avenue until June of2005, with regular monitoring after a rain event and
consideration of how much impervious surface is in the area.

Motion carried. V oting Yes: Chairperson Zimmerman, Councilmembers Elvig and Cook.
Voting No: None.

Case #2:

Consider Change Order to Glen Rehbein Companies for Sunwood Drive
NW, Rhinestone Street NW Improvement Project #03-29

Assistant Public Works Director Olson reviewed that this project was authorized for construction
ofMSA Streets in Ramsey Town Center.
