<br />Assistant Public Works Director Olson responded in the affirmative. He explained work could <br />start as early as next Monday or Tuesday. He has suggested to the contractor that they should get <br />advanced signage up. They should go above and beyond the county requirements in notifying <br />businesses. The good thing is that 143rd Avenue and Sunnywood Avenue both provide access to <br />CR 116 now. <br /> <br />Chairperson Zimmerman suggested information about this be run on cable TV. He indicated it is <br />staffs decision as to how big the pipe should be but his recommendation would be 36 inches <br />while it is being dug up. <br /> <br />Councilmember Elvig asked how long the road will be out of operation. <br /> <br />Assistant Public Works Director Olson replied they plan to start reconstructing the entire <br />segment when this change order and the water connection is started, and the road could be out of <br />operation for as much as one month. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to recommend that the <br />City Council approve of Change Order #1 to Improvement Project #03-29 in the amount of <br />$16,847.20. <br /> <br />Motion carried. V oting Yes: Chairperson Zimmerman, Councilmembers Cook and Elvig. <br />Voting No: None. <br /> <br />Further Discussion: Councilmember Cook asked how long ago the pipe was put in and why it is <br />belly down. He questioned if there will be an issue again. Assistant Public Works Director <br />Olson replied there will be significant efforts towards making sure things are compacted properly <br />before the pipe gets put back in. Councilmember Elvig indicated he agrees with Chairperson <br />Zimmerman about the size of the pipe. If the pipe was too small before someone was not <br />thinking ahead. Assistant Public Works Director Olson repliedifthey need to go bigger than 30 <br />inches they would have a lot of pipe to replace, as the pipe is 30 inches all the way to the Met <br />Council lift station. <br /> <br />Case #3: <br /> <br />Review Status ofTH 47/142od Avenue Intersection <br /> <br />City Engineer Jankowski stated in light of the recent fatality at the intersection ofTH 47/142od <br />Avenue it is appropriate that the recent history of this intersection be reviewed and that the City <br />consider alternatives for its modification. This segment ofTH 47 had a daily traffic volume of <br />18,500 trips in 2000. There have been a total of 25 accidents over the ten-year period between <br />1993 and 2003, although data is missing for 2001, or an average of two or three accidents per <br />year. Records for this period show a high of six accidents in 2000 and a low of no accidents in <br />1994. <br /> <br />City Engineer Jankowski explained in 1996 the City and MnDOT jointly prepared and adopted a <br />corridor plan for the section Highway 47 which includes this intersection.
