Voting No: <br />Councilmember Cook. <br /> <br />Case #4: <br /> <br />Alpine Woods Trunk Charges <br /> <br />City Engineer Jankowski stated that the final plat for the Alpine Acres Subdivision will soon be <br />presented to the City Council and with it a development agreement. This plat will require the <br />expenditure of considerably more sewer and water trunk funds than it will initially generate with <br />this subdivision. The Alpine Woods subdivision will have 26 or 27 lots which generate $50,000 <br />or $52,000 for the trunk fund. He reviewed the following costs in terms of eligible expenses, <br />which are chargeable to the trunk fund: <br /> <br />. 30 inch sanitary trunk sewer $250,000 <br />This element of the project will extend the deep 30 inch sanitary sewer trunk from where <br />it currently terminates on the west side of CR 57 to the northwest comer of the Alpine <br />Acres plat, a distance of approximately 1000 feet. This segment of the trunk sewer is <br />necessary to be consistent with the recently completed Comprehensive Sanitary Sewer <br />Study by Bolton & Menk. <br /> <br />· Extra depth sewer to service neighborhood to the west $30,500 <br />This cost is associated with the increased depth on the eight-inch sewer which services <br />the Alpine Woods subdivision. This extra depth will allow the neighborhood to the west <br />adequate grade to be serviced by gravity sewer. <br /> <br />· Watermain looping $54,000 <br />The Alpine Woods subdivision will receive water service from Alpine Acres directly <br />across CR 57. However, the City now requires that subdivisions be back fed from a <br />second source wherever possible. As a result this subdivision will require that the water <br />service be extended eastward along 153rd Lane and southward to Alpine Drive to connect <br />into an existing 12-inch watermain. <br /> <br />City Engineer Jankowski indicated it is apparent from this information that there will be a net <br />cost to the trunk fund of approximately $230,000 if our standard trunk fund policies were to be <br />applied. The City does have a history of deviating from its standard policy where large trunk <br />fund deficits have been encountered, particularly in instances where additional development in <br />the immediate surrounding area seems unlikely in the near term future. Some examples of this <br />type of deviation include the development agreements made with Apple Ridge/River Pines and <br />Highlands at River Park. Special arrangements for unique trunk fund arrangements have been <br />made in numerous other developments including the Wood Pond projects of the early 1990's to <br />most recently the Alpine Acres development. It is therefore appropriate that consideration be <br />given to the trunk funding arrangement for this development. If the future extension of the <br />sanitary trunk sewer is considered a priority and funding for it is to come from a substantial <br /> <br />Public Works Committee/June 15,2004 <br />Page 9 of 17 <br />
