<br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to recommend that the <br />City Council authorize a 50 percent assessment to the neighborhood for the cost of paving the <br />frontage road paralleling TH 47 south of 160th Lane, with a 50 percent contribution by the City. <br /> <br />Further Discussion: Public Works Director Kapler explained staff discussed the amount of the <br />bike trail being credited into the City's portion of the road cost. Councilmember Cook indicated <br />that should be negotiated in with the City's 50 percent contribution. Councilmember Elvig noted <br />this road only services a handful of homes, and it will be tight to fit the trail and the road. City <br />Engineer Jankowski indicated there is sufficient space between St. Francis Boulevard and the <br />right-of-way to put in a 20 foot road and an eight or ten foot path, expect at the turnaround. <br />Assistant Public Works Director Olson noted the road could be made 32 feet wide with an eight <br />foot wide trail designated on the road. Councilmember.Elvig questioned if there are traffic safety <br />concerns. City Engineer Jankowski noted one of the things the petition suggested to lower the <br />cost was to eliminate the cul-de-sac. Public Works Supervisor Reimer indicated removing the <br />cul-de-sac would cause problems with plowing and mail. <br /> <br />Motion amended by Councilmember Cook, seconded by Councilmember Elvig, to recommend <br />that the City Attorney review the citizen petition, and that ifvalid, the City Council authorize a <br />50 percent assessment to the neighborhood for the cost of paving the frontage road paralleling <br />TH 47 south of 160th Lane, with a 50 percent contribution by the City, with the City's <br />contribution to include funds from the trail fund. The road should be paved at a 32 feet width <br />with adesignated bike trail, with the cul-de-sac to remain. <br /> <br />Further Discussion: Chairperson Zimmerman suggested if a few feet.are needed for safety, that <br />the needed space be purchased at this time. Parks Supervisor Riverblood inquired if the <br />Committee would think it would be better to have a separate trail if the residents were to want to <br />pay for this in the typical fashion of paving streets. Councilmember Elvig commented he does <br />not know that there would be an opportunity to separate the trail due to the cul-de-sac. <br />Councilmember Cook noted the contribution from the trail fund could not be included if the trail <br />were to be separated. Assistant Public Works Director Olson noted the trail fund would still pay <br />for the trail if it were separated. <br /> <br />The consensus ofthe Committee'was for staff to include options for the paving of the road and <br />the trail with the information brought to the Council. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, Councilmembers Cook and Elvig. <br />Voting No: None. <br /> <br />Case #5: <br /> <br />Snow Removal Issues in Ramsey Town Center <br /> <br />Public Works Supervisor Reimer reviewed that during the May Public Works Committee <br />meeting staff was instructed to develop a list of discussion topics concerning snow removal in <br />the Ramsey Town Center development.
