He noted there may be some irrigation issues. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to recommend to City <br />Council that an analysis of the drainage basin be conducted and that necessary corrective action <br />be taken to ensure that the 100 year precipitation event is contained within the drainage and <br />utility easement at a contracted construction cost not to exceed $2,000 which shall come from the <br />storm water utility. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, Councilmembers Cook and Elvig. <br />Voting No: None. <br /> <br />Case #5: <br /> <br />Snow Removal Issues in Ramsey Town Center <br /> <br />Public Works Supervisor Riemer indicated the Committee's packet includes a list of <br />snowplowing issues for discussion. The Committee discussed the issues of the level of service <br />provided in RTC, parking restrictions and enforcement in RTC, and snow storage. The <br />following was determined: <br /> <br />· A first pass through of snow plowing should be done by the City in front of businesses <br />and residences. <br />o It was discussed whether there sh-ould be a charge for this service or whether the <br />special taxing district would cover this cost. <br />o It was discussed whether the City would hold liability if someone were to slip on <br />the ice. Staffwas directed to research what other cities are doing in this situation. - <br />· Trails that are designated as transportation trails will need to be plowed sooner than other <br />trails. <br />· The City will not be taking on storm removal activities for private roads or sidewalks. <br />· Staff to look into snow emergency routes. <br />· Staff to look into the equipment and manpower that will be needed tor brooming the <br />sidewalks. <br />· Parking restrictions may need to be different than the rest of the City where it is restricted <br />from 2 a.m. to 6 a.m., due to the 2 a.m. closing time ofthe bars. <br />· Police action will be needed for towing. <br />- · Staff to look into providing snow storage for other businesses in the City, in addition to <br />the snow that is hauled by the City, for a fee. Capital costs and annual costs to the City <br />should be determined when calculating the fee. <br /> <br />COMMITTEE INPUT <br /> <br />1) Commendation of Staff <br /> <br />Public Works Director Kapler commended staff for their work and ability to be flexible when <br />President Bush traveled through their Town.
