Acting Chairperson Elvig noted the curve is built for 20 mph. 41 of the drivers held the speed
limit and 379 did not. He can appreciate the concern about this.

Assistant Public Works Director Olson indicated when MnDOT puts design guidelines out for
the recommended safe speed to travel they assume the worst case, such as wet pavement and icy
roads.

Mayor Gamec stated it seems as though there is a neighborhood difference of opinion. He just
learned today there are now two other neighbors that have sided with having no sign. It looks
like it is-a bad situation. It looks as though something may have to be done there. He noted back
in the addition further there is a barricade that is needed. He thinks what needs to be done is to
look at what is recommended by staff in this situation.

Councilmember Cook noted at the last meeting the Committee determined that they wanted to
take down information before the chevrons are installed and come back with information after
the chevrons have been installed. Often when the speed trailers are put out people start slowing
down because they did not realize they were going too fast. In this situation they are looking at
just a few people going at an excessive speed. He suggested they install the chevrons and make a
decision after another couple weeks.

Public Works Director Kapler presented pictures of the locations were the chevrons are proposed
to be placed. He suggested one option would be to use the big blade that is 36 inches. He
indicated he does not understand the complaint from the neighbors.

Mayor Gamec explained the comment to him was that looking out of the house you see the
chevrons.

Assistant Public Works Director Olson questioned if the intention is to try to reduce the speed.
He stated the chevrons will not likely slow people down, but it will increase the safety. People
that are not familiar with the neighborhood will know they will have to turn.

Public Works Director Kapler suggested another option would be to reduce the number of
chevrons if that would be more palatable to the neighbors.

Acting Chairperson Elvig indicated they have established that they need to stick with the
program they laid out at the last meeting. He suggested a chevron might be able to be eliminated
on each end.

Mayor Gamec asked if staff feels that the proposed action is correct.

Public Works Director Kapler replied he, the Police Chief, and the Street Supervisor feel this is
the correct action. Direction is needed from the Committee.

Public Works Committee/October 19, 2004
