glad he does not own a home in that area, as he would think it decreases the value of your home
if you have that much noise at the comer. He knows they cannot build a 50 foot wall, but there
should be some way to help.

Mayor Gamec indicated a couple of years ago he met with Mary Beth Davis and the previous
managers at Savannah Oaks. Savannah Oaks tried planting some more trees hoping to absorb
some of the noise, and this does help more on the lower level. The big problem is when the cars
turn from Highway 47 to go down CR 5 where there are two lanes of traffic and they race. As
far as traffic control and the speed limit, it is a county road, and there is a funding issue that
requires a certain speed limit. That is why the speed limit in front of the school is only reduced
from 3:30 to 4:00 and in the morning. He suggested they can request that the police watch a
little closer and patrol the area.

asked if a sound device could be placed there to pick up what goes on.

Mayor Gamec replied the Police Department has a decibel meter that could be used to determine
how the noise is recording.

stated regarding the trees, a number of them have died and have not been replaced.

Mayor Gamec indicated he can discuss that with Mary Beth Davis.

stated the population is exploding in this area, and that should be considered.

Mayor Gamec explained this street is a major thoroughfare, which have faster speeds. He
indicated in addition to contacting Mary Beth and Savannah Oaks he will contact John Olson
from the county to look at the situation. He indicated the entire Highway 47 corridor is being
looked at, and a lot will depend on funding.

Councilmember Cook commented there was discussion of putting up a wall on the property on
Highway 10, and instead they put in a berm and trees. That developer had mentioned mitigating
the sounds indoors.

. Mayor Gamec indicated they can talk to Mary Beth and see what Savannah Oaks can do.

Chairperson Zimmerman stated the Council should get a little more active on cars that do not
even have a muffler due to the noise it creates. They are discussing two issues here, which are
the speed and the noise. He indicated this case will be passed on to the Council.

Motion by. Councilmember Cook, seconded by Mayor Gamec, to recommend that the City
Council direct the Police Department to work with the senior apartment residents to focus
enforcement activities to abate excess noise.

Further discussion: Councilmember Cook suggested the side of the church might be a good
location to place the speed trailer.

Public Works Committee/November 16, 2004
