Assistant Public Works Director Olson stated Beth Neuendorf has worked closely with members
of staff to increase the level of service and capacity of the roadways in anticipation of the
additional traffic from Town Center. It is incredibly important to keep that in mind with this
discussion.

There was considerable discussion with the Committee, staff, Ms. Neundorf, and local business
owners. The business owners expressed great concern regarding the median closures at Llama
Street, Feldspar Street and the crossing at the west end of the weigh station.

Councilmember Cook stated he does not want to start going backwards. They are aggressively.
seeking a freeway, and they will have to close some ofthese medians to get traffic to go
smoother through here until that freeway comes. It is partly the City's job, and partly the
business owners' job to find their way around these closures. The next step is to have a freeway
with interchanges and they will have even less chance for a truck to get on and off the freeway.
To not close these medians now and then request for the state to look at this as a freeway does
not make a lot of sense to him.

Mayor Gamec commented some of the closings would create more of a problem on Highway 10
and create a handicap for the businesses. He could agree with the four closings being
recommended by staff, but would not recommend the other two closings. He indicated he
understands concerns of the business owners regarding Tungsten Street, and possibly Llama
Street.

Assistant Public Works Director Olson indicated MoDOT has requested six closures in the City
of Ramsey, and two closings in the city of Anoka. Anoka has signed a letter of support for the
two closures.

Motion by Mayor Gamec, seconded by Chairperson Zimmerman, to recommend to City Council
that the City send a letter of support for the closure of the following medians on Highway 10, and
that the Councilmembers go out and review these particular intersections, especially Llama
Street and Tungsten Street.

. It sounds like the issue is getting the semis and
trucks in the business off of Highway 10. She suggested they go with a % access at that
intersection, which would eliminate making a left turn onto Highway 10. The business owners.
expressed concern with the ability of customers driving RV's getting into the site. It was stated
their buildings are set back due to the City's request so a service road could be built. The access
would not be such a concern if the service road were to be put in, but with this situation they will

Public Works Committee/November 16, 2004
